1. Approve the enclosed rules of forming, maintaining and support of single state fund of regulating technical documents, and also distribution of copies of regulating technical documents, official publications.

2. To provide to committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2) and 3) this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective since April 11, 2019 and is subject to official publication.

Rules of forming, maintaining and support of Single state fund of regulating technical documents, and also distribution of copies of regulating technical documents, official publications

Chapter 1. General provisions

1. These rules of forming, maintaining and support of single state fund of regulating technical documents, and also distribution of copies of regulating technical documents, official publications (further - Rules) are developed according to the subitem 9) of article 9 of the Law of the Republic of Kazakhstan of October 5, 2018 "About standardization".

2. The national authority on standardization performs forming, maintaining, support of single state fund of regulating technical documents (further - Single fund) and distribution of copies of regulating technical documents, official publications.

3. The single fund is public state information resource, containing regulating technical documents, documents on standardization (except for military national standards and standards of the organizations), and also the information about them, except for the data constituting the state secrets and other secret protected by the law created according to the procedure, established by the legislation of the Republic of Kazakhstan in the sphere of standardization.

4. The purpose of creation of Single fund is systematization of regulating technical documents and documents on standardization for providing users with complete, reliable and timely information.

5. The single fund performs interaction with other funds, the organizations of foreign states, the international organizations in the sphere of standardization.

Chapter 2. Forming and maintaining Single state fund of regulating technical documents

6. Forming and maintaining Single fund includes the following:

1) completing and storage of regulating technical documents;

2) completing, storage and updating of documents on standardization (except for military national standards and standards of the organizations).

7. Are part of Single fund:

1) regulating technical documents:

technical regulations;

regulating documents in the field of architecture, town planning and construction;

other regulating documents establishing the technical and technological regulations approved by state bodies and their subordinated organizations.

2) documents on standardization:

international standards, qualifiers of technical and economic information of International Organizations for Standardization (further - the international documents on standardization);

regional standards, qualifiers of technical and economic information, the rule and the recommendation about standardization of regional standardization organizations (further - regional documents on standardization);

national standards and national qualifiers of technical and economic information;

recommendations about standardization;

standards, qualifiers of technical and economic information, rule, regulation and recommendation about standardization of foreign states (further - documents on standardization of foreign states).

8. State bodies, their subordinated organizations, represent one copy of the regulating technical document, and also data on acceptance, modification, cancellation of each regulating technical document approved by them, with appendix of the certificate of acceptance, modification, cancellation of the regulating technical document in form according to appendix 1 to these rules, to National authority on standardization within 30 calendar days after their approval.

9. State bodies, their subordinated organizations by transfer to National authority for standardization of regulating technical documents draw up the delivery-acceptance certificate of regulating technical documents in form according to appendix 2 to these rules.

10. The national authority on standardization from the moment of receipt of regulating technical documents, within 10 working days places texts of regulating technical documents on Internet resource of Single fund.

11. The national authority on standardization requests from state body or its subordinated organization the regulating technical document, in case of difficulty of reading the text of the regulating technical document, drawings and tables.

12. Forming, storage, updating and transfer to Single fund of cases of national, interstate standards and national qualifiers of technical and economic information is performed according to ST of RK 1.22 "Case of the standard. Procedure for forming, storage, updating and delivery in archive".
