2. To provide to the center of metrological support and standardization of the Ministry of Defence of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the deputy defense secretary of the Republic of Kazakhstan major general Altynbayev M. M.

Chapter 1. General provisions

1. This Instruction on the organization of operation of military property of Armed Forces of the Republic of Kazakhstan (the heavy lift gears, coppers and vessels working under pressure) (further - the Instruction) disaggregates the organization of operation of the heavy lift gears, coppers and vessels working under pressure.

The organization of production supervision in the field of industrial safety of operation of dangerous technical devices, control of timeliness of carrying out engineering certification of the heavy lift gears, coppers and vessels working under pressure is assigned to department of boiler inspection and lifting mechanisms of the Center of metrological support and standardization of the Ministry of Defence of the Republic of Kazakhstan (further - department of boiler inspection).

5. Treat dangerous technical devices:

1) the technical devices working under pressure of more 0,07 Mega-pascal or at water heating temperature more than 115 degrees Celsius, except for thermal networks;

2) heavy lift gears, escalators, ropeways, funiculars, elevators;

3) steam and the boilers working under pressure of more 0,07 Mega-pascal and (or) at water heating temperature more than 115 degrees Celsius, vessels, working under pressure of more 0,07 Mega-pascal, heavy lift gears, escalators, ropeways, funiculars, elevators of objects of housing and communal services.

Chapter 2. Organization of production supervision of operation of dangerous technical devices

In military units and organizations of Armed Forces of the Republic of Kazakhstan (further - military units) production supervision in the field of industrial safety of operation of dangerous technical devices is exercised based on the order of the commander of military unit and this Instruction.

7. The order on production supervision in the field of industrial safety of ekspluatation of dangerous technical devices of military unit determines:

1) the trained and certified staff for servicing and operation of dangerous technical devices (further - service personnel);

2) the official on supervision of technical condition and operation of dangerous technical devices of military unit (further - person on supervision);

3) persons responsible for serviceable condition and safe operation of dangerous technical devices, from among technical structure, with entering of records in passports of each device with indication of number and date of the order on appointment and the signature of nominated persons (further - person responsible for operation);

4) persons responsible for safe works on cargo transfer by cranes (heavy lift gears) (further - works managers);

5) the permanent commission under the chairmanship of the deputy commander (chief engineer) of military unit for recurring inspection of knowledge of requirements of industrial safety and regulating documents;

6) terms of the routine inspections, repairs and testing providing content of dangerous technical devices in good repair;

7) training and recurring inspection of knowledge of requirements of industrial safety service personnel;

8) responsible for development and schedule performance of maintenance and survey of dangerous technical devices;
