The purpose of this Law is regulation of the relations in the field of the conclusion, execution, suspensions of action and the termination of international treaties of the Republic of Uzbekistan.
The legislation on international treaties of the Republic of Uzbekistan consists of this Law and other acts of the legislation.
The international contracts of the Republic of Uzbekistan are signed, performed, stop and their action stops according to the conventional principles and rules of international law, the Constitution of the Republic of Uzbekistan, and also this Law and provisions of international treaties.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan then are applied rules of the international treaty of the Republic of Uzbekistan.
The international agreements of the Republic of Uzbekistan along with the conventional principles and rules of international law are component of system of law of the Republic of Uzbekistan.
In this Law the following basic concepts are applied:
the contracting party - the state (states), the international organization (the international organizations) and (or) other subject (other subjects) having (having) rights to sign the international contracts which are acting as the independent party of the international treaty and expressed consent to be bound for them this international treaty irrespective of it came into force or did not enter;
powers - the right of one person or several persons to represent the Republic of Uzbekistan, performed based on the decision of competent authority (official) of the Republic of Uzbekistan and properly drawn up by the certificate on powers handed to the party participating in negotiations or depositary for the purpose of:
negotiating and adoption of the text of the international treaty or establishment of its authenticity;
signings of the international treaty;
expressions of consent of the Republic of Uzbekistan to obligation for it the international treaty;
making of other act relating to the international treaty;
state body - the ministry, and also other body of the Republic of Uzbekistan given according to the legislation of the Republic of Uzbekistan the right of the conclusion of international treaties;
denouncement - properly drawn up refusal of the Republic of Uzbekistan of the international treaty signed by it and one of methods of the termination of the international treaty of the Republic of Uzbekistan;
depositary - the state, the international organization or its leading executive official to whom according to provisions of the international treaty the original of this international treaty is checked and who performs the functions provided by this international treaty and international law concerning the international treaty;
the party participating in negotiations - the state, the international organization and (or) other subject having rights to sign the international contracts which are taking part in creation and adoption of the text of the international treaty;
the ratification letter - the special document testimonial of consideration of the international treaty by chambers of Oliy Majlis of the Republic of Uzbekistan and expressing consent to be bound of the international treaty for the Republic of Uzbekistan;
the international organization - the interstate (intergovernmental) organization created for accomplishment of certain tasks of the international nature according to the constituent act of this organization and having the international legal personality;
the participant of the international treaty - the state, the international organization and (or) other subject having rights to sign the international contracts acting as the independent party of the international treaty which expressed consent to be bound for them the international treaty and for which the international treaty became effective;
the international treaty of the Republic of Uzbekistan - the international agreement signed in writing by the Republic of Uzbekistan with foreign state, the international organization or other subject having rights to sign the international contracts which is regulated by international law irrespective of whether contains in one document, in two or several documents connected among themselves, and also irrespective of its specific name and method of the conclusion (the agreement, the agreement, the convention, the act, the pact, the protocol, exchange of letters or notes and other names and methods of the conclusion of the international treaty);
