1. Approve the enclosed standard of the state service "Submission of the Reference to Citizens, Which Single Dwelling Acknowledged Emergency".

2. To provide to committee on cases of construction and housing and communal services of the Ministry for Investments and Development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2) and 3) this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Submission of the Reference to Citizens, Which Single Dwelling Acknowledged Emergency"

Chapter 1. General provisions

1. The state service "Submission of the Reference to Citizens, Which Single Dwelling Acknowledged Emergency" (further - the state service).

2. The standard of the state service is developed by the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears local executive bodies of the cities of Nour-Sultan, Almaty and Shymkent, areas and the cities of regional value (further - the service provider).

Documents acceptance and issue of results of rendering the state service are performed through the service provider.

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service of-5 (five) working days.

5. Form of rendering the state service: paper.

6. Result of rendering the state service - issue of the certificate of recognition of the dwelling emergency according to appendix 1 to this standard or the motivated answer about refusal in rendering the state service according to Item 10 of this standard of the state service.

7. The state service is rendered on free basis to physical persons - (further - uslugopoluchatel).

8. The working schedule of the service provider - Monday through Friday with 8.30, 9.00 up to 18.00, 18.30 hours, with lunch break from 13:00 to 14.00, o'clock 14.30 hours, except days off and holidays according to the labor law of the Republic of Kazakhstan.

Reception of an application and issue of result of rendering the state service is performed from 9:00 to 17:30 o'clock with lunch break from 13:00 to 14.00, o'clock 14.30 hours.

9. The list of documents necessary for rendering the state service in case of the address of uslugopoluchatel (or the authorized representative of physical person according to the document, confirmatory power, physical person under the notarized power of attorney) to the service provider:

the statement about issues of the reference, about recognition of the dwelling emergency, according to appendix 2 to this standard of the state service;

the identity document (it is required for identification of the personality);

the expert opinion on technical inspection of reliability and stability of buildings and constructions by the issued expert having the corresponding certificate on the right of implementation of technical inspection of reliability and stability of buildings and constructions or the accredited organization incorporating the certified experts;

Data on the document, confirming the property right to the dwelling, the employee of office of the service provider receives from the corresponding state information systems.

Together with the specified documents to the service provider the uslugopoluchatel represents their copies. After reconciliation originals of documents return to uslugopoluchatel.

10. The bases for refusal in rendering the state service is:

1) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the state service, and (or) these (data) containing in them;

2) discrepancy of uslugopoluchatel and (or) the provided materials, objects, supplied and the information necessary for rendering the state service, to the requirements established by regulatory legal acts of the Republic of Kazakhstan.

Chapter 3. Procedure for appeal of decisions, actions (failure to act) of the service provider and (or) his officials, concerning rendering the state service

11. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials, concerning rendering the state services: the claim is submitted addressed to the head of the service provider to the addresses specified in Item 13 of this standard of the state service.

Claims are accepted in writing by mail or purposely through office of the service provider.
