About the Procedure for maintaining the register of the production facilities for production (production) of food products which are not subject to the state registration

For the purpose of implementation of Article 37 of the Technical regulation of the Customs union "About safety of food products" (TP/TC 021/2011) approved by the decision of the Commission of the Customs union of December 9, 2011 No. 880, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the Procedure for maintaining the register of the production facilities for production (production) of food products which are not subject to the state registration according to appendix.

2. Determine authorized body by maintaining the register of accounting of the production facilities for production (production) of food products which are not subject to the state registration, except for production objects, being subject to the state registration, specified in Article 32 of the Technical regulation of the Customs union "About safety of food products" (TP/TC 021/2011) approved by the decision of the Commission of the Customs union of December 9, 2011 No. 880, Department of prevention of diseases and state sanitary and epidemiological surveillance of the Ministry of Health of the Kyrgyz Republic.

3. Bring in the Order of the Government of the Kyrgyz Republic "About approval of the Regulations on Department of prevention of diseases and the state sanitary and epidemiological surveillance of the Ministry of Health of the Kyrgyz Republic" of June 10, 2013 No. 319 the following change:

Procedure for maintaining the register of the production facilities for production (production) of food products which are not subject to the state registration

Chapter 1. General provisions

1. The procedure for maintaining the register of the production facilities for production (production) of food products which are not subject to the state registration is developed according to Article 37 of the Technical regulation of the Customs union "About safety of food products" (TR CU 021/2011) and determines accounting treatment for production objects and maintaining the register of production objects (further - the Procedure).

2. Maintaining the register is performed by Department of prevention of diseases and state sanitary and epidemiological surveillance of the Ministry of Health of the Kyrgyz Republic and its territorial subdivisions (further - authorized body) in the form of the electronic database.

3. Action of this Procedure extends to production facilities for production (production) of food products, except for the production processes (production) of food products specified in Article 32 of the Technical regulation of the Customs union "About safety of food products" (TR CU 021/2011) approved by the decision of the Commission of the Customs union of December 9, 2011 No. 880.

4. Data on the production facilities for production (production) of food products performing the activities before acceptance of this Procedure are entered in the register by authorized body without holding procedures of filing of application about the beginning of activities.

Chapter 2. Procedure for maintaining the register of the production facilities for production (production) of food products which are not subject to the state registration

5. Legal entities, individual entrepreneurs (further - the applicant) before the activities submit the application directly in authorized body in duplicate, in the state or official language, in form according to appendix 1 to this Procedure.

6. The applicant submits the application directly in authorized body, or directs its scanned option by e-mail by means of the Internet.

7. In case of submission of the statement to authorized body directly, day of its giving day of registration of a statement in authorized body is considered. At the same time one copy of the application remains in authorized body, the second - is handed to the applicant in day of registration.

8. In case of the direction of the statement in authorized body by e-mail, day of its giving day of receipt of the letter and registration in authorized body is considered. At the same time authorized body the electronic message notification on acceptance directs to the applicant applications, with indication of receipt date and the assigned entering number.

9. Processing and storage of the arrived statements as it is direct, and by e-mail, is performed according to established procedure of the organization of document flow in authorized body.

10. In case of change of the actual address of production object of food products, the applicant shall report in authorized body about these changes within ten working days from the date of change of the actual address, at the same time the applicant submits the application in form according to appendix 2 to this Procedure.

11. The authorized body in time of no more than three working days from the date of registration of a statement about the beginning of activities or about change of the actual address of production enters the following data in the register:

1) full and abbreviated name of the legal entity, its form of business, surname, name, middle name of the individual entrepreneur;
