Declare invalid the order of the acting minister of the industry and new technologies of the Republic of Kazakhstan of December 28, 2012 No. 495 "About approval of Rules of development, coordination, accounting, approval, examination, change, cancellation and enforcement of national standards, preliminary national standards, qualifiers of technical and economic information, except for military standards on goods (products), work and service of military and dual purpose" (it is registered in the Register of state registration of regulatory legal acts at No. 8314, it is published on April 6, 2013 in the Kazakhstanskaya Pravda newspaper No. 121-122 (27395-27396).

3. To provide to committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2) and 3) this Item.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

Chapter 1. General provisions

1. These rules of development, coordination, examination, approval, registration, accounting, change, review, cancellation and enforcement of national standards (except for military national standards), national qualifiers of technical and economic information and recommendations about standardization (further - Rules) are developed according to the subitem 8) of article 9 of the Law of the Republic "About standardization" (further - the Law) and determine procedure for development, coordination, examination, approval, registration, accounting, change, review, cancellation and enforcement of national standards (except for military national standards), national qualifiers of technical and economic information and recommendations about standardization.

2. In these rules the following basic concepts are used:

1) authorized body in the sphere of standardization (further - authorized body) - the central executive body performing management in the sphere of standardization;

2) information system of technical regulation - the automated information system intended for storage, processing, search, distribution, transfers and provisions of the data and information containing in registers of technical regulation, state system for ensuring the uniformity of measurements, national system of standardization and unified registers of the issued or accepted documents on assessment of conformity of the Eurasian Economic Union.

Chapter 2. Procedure for development of national standards (except for military national standards), national qualifiers of technical and economic information and recommendations about standardization

Development of national standards (except for military national standards), national qualifiers of technical and economic information and recommendations about standardization (further - documents on standardization) is performed according to the national plan of standardization approved by authorized body according to the subitem 6) of article 9 of the Law and (or) in initiative procedure.

Information on the documents on standardization developed in initiative procedure prior to their development goes developer in electronic form to national authority on standardization (further - NOS) by means of information system of technical regulation or electronic document management system or on paper.

The NOSE within 10 (ten) working days from the date of receipt checks information on the developed documents on standardization and notifies the developer on identification or lack of duplication with the documents existing and planned for development on standardization.

4. Documents on standardization are developed taking into account:

1) results of scientific research (testing) and measurements;

2) the international, regional standards, standards of the organizations, standards of the foreign states and other documents establishing requirements to subject of standardization;

3) the gained practical experience of application of new types of products, processes and services.

The period of development of the documents on standardization developed on the basis of scientific research and measurements shall not exceed 3 (three) years.

5. Development of documents on standardization is performed by the interested subjects of national system of standardization.

6. The national qualifier of technical and economic information is developed on main types of the technical and economic information used in industries of economy and requiring accounting.
