About measures for enhancement of the mechanism of use of means of the international financial institutions
In recent years in the republic measures for active attraction of foreign investments, including means of the international financial institutions and foreign government financial organizations (further - MFI and IPFO), for implementation of the investment projects directed first of all to improvement of quality and population level of living are performed.
The carried-out analysis of the current situation showed availability of the system problem interfering the effective implementation of investment projects connected with long determination of sources of financing for development of the preproject and project documentation according to investment projects and also the low quality level of their study on preparatory stage that often becomes the reason of delay in preparation of projects and leads to repeated completions during their approval of MFI and IPFO, and also of the interested ministries and departments.
For the purpose of further enhancement of the mechanism of use of means of MFI and IPFO, and also increase in efficiency of development of the attracted loans the Cabinet of Ministers decides:
1. Accept offers of the Ministry of Economy and Industry, the Ministry of Finance of the Republic of Uzbekistan and the State committee of the Republic of Uzbekistan on investments on the direction of part of fund of financing of state programs of development of the Republic of Uzbekistan under the Cabinet of Ministers of the Republic of Uzbekistan (further - Fund) on financing of works on development of the preproject and project documentation of investment projects with participation of means of MFI and IPFO.
2. Determine that financing of works on development of the preproject and project documentation of investment projects with participation of means of MFI and IPFO is performed:
a) with attraction of financial resources of Fund only for projects of initiators - state-financed organizations:
on condition of inclusion of the investment project in the strategy (program) of cooperation of the Republic of Uzbekistan with MFI and IPFO;
based on annually approved address list of project and surveying works of the ministry and department - the initiator of the project approved in accordance with the established procedure with the State committee of the Republic of Uzbekistan on investments and the Ministry of Finance of the Republic of Uzbekistan;
b) without attraction of financial resources of Fund in cases:
provisions of MFI and IPFO for this purpose of grant (technical assistance);
if development of the preproject and project documentation is provided at the expense of the loans attracted within investment projects.
3. To the state committee of the Republic of Uzbekistan on investments:
together with the Ministry of Finance of the Republic of Uzbekistan when forming the State program of development of the Republic of Uzbekistan the forthcoming years to provide allocation of budgetary funds for development of the preproject and project documentation of the investment projects planned to realization with participation of means of MFI and IPFO;
together with Republican design institute "Uzinzhiniring" for the purpose of providing on system basis of advanced training of employees of investment divisions of the ministries and departments - initiators of the projects realized with attraction of financial resources of MFI and IPFO to organize regular training courses and seminars on project cycle in general, having paid special attention to content and efficiency of the training program regarding development of the preproject and project documentation of investment projects.
4. To the ministry of construction of the Republic of Uzbekistan together with the interested ministries and departments, and also with involvement of the leading domestic project organizations till April 1, 2019 to develop and in accordance with the established procedure to approve Regulations on procedure for cost determination of project and surveying works on investment projects.
5. Make changes and additions to the resolution of the Cabinet of Ministers of April 6, 2018 No. 274 "About measures for the organization of activities of Fund of financing of state programs of development of the Republic of Uzbekistan under the Cabinet of Ministers of the Republic of Uzbekistan" (the joint venture of the Republic of Uzbekistan, 2018 No. 4, the Art. 86) according to appendix.
6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the chairman of the State committee of the Republic of Uzbekistan on investments S. R. Holmuradov and the deputy prime minister - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov.
