1. Approve Regulations on recurring inspection of air conditioning systems in buildings it (is applied).
2. To impose control over the implementation of this resolution on the Ministry of Economy and Infrastructure.
3. This resolution becomes effective from the date of publication.

1. The regulations on recurring inspection of air conditioning systems in buildings (further - the Provision) establish procedure for the organization and conducting check, frequency of its carrying out depending on category of the building, type and net rated rating of the air conditioning system, and also other conditions, taking into account costs for check and energy price which could be saved as a result of check.
2. In this Provision the concept "building" includes the categories of buildings established in part (2) article 3 of the Law No. 128/2014 on energy efficiency of buildings, including the technical installations belonging to them and the equipment.
3. The purpose of recurring inspection of air conditioning systems in buildings is determination of their energy efficiency, and also establishment of measures which need to be accepted for decrease in energy consumption, according to the technical standard rates developed by the central industry body of public management in the field of construction. By recurring inspection verification of characteristics of the air conditioning system in relation to the need for chilling/heating of the unit/building is made.
4. This Provision establishes the procedures and method of measurements used for recurring inspection and assessment of level of efficiency of air conditioning systems for the purpose of representation to the owner of the building of recommendations about improvement of energy system effectiveness of air handling and other decisions.
5. The provision is applied to air conditioning systems with net rated rating more than 12 kW which were established and put into operation about what proves to be true in the protocol on the completion of works on putting into operation and adjustment signed by the serviceman and certified by the head of specialized enterprise for accomplishment of such works in which the warranty period of action depending on type of the air conditioning system is specified. After the established warranty period for work it is necessary to carry out the first inspection of the air conditioning system. If such protocol is absent, term for conducting the first check of the air conditioning system is calculated from the date of its production, established by specialized enterprise for accomplishment of such works, upon the demand of the owner of the building.
6. Requirements of this provision are applied to recurring inspection of air conditioning systems in buildings with net rated rating more than 12 kW. Capacity in 12 kW is considered as capacity of chilling of centralized system of air handling which services one building, several buildings or sections of the building.
7. In other cases which are not provided in Article 5, the first check of air conditioning systems it is performed on voluntary basis.
8. The provision belongs only to ventilation systems of buildings or the conditioned sections as efficiency of air handling is inseparably linked with ventilation of the building, irrespective of ventilation system type (mechanical or natural).
9. As a result of recurring inspection the document package, necessary for preparation of the report on recurring inspection which purpose is is constituted:
1) to confirm conducting timely check;
2) to inform the user of system on its condition;
3) to propose solutions on improvement of system and its work;
4) to propose other solutions (including belonging to the building) for the purpose of increase in energy efficiency in the conditions of providing comfort and air quality indoors.
As a result of check decisions on use of alternative energy sources are recommended.
10. This Provision is not applied to the air conditioning systems installed in the buildings determined in part (3) article 3 of the Law No. 128/2014.
11. The procedures provided in this Provision are not intended for carrying out general energy audit of the air conditioning system but only for the correct assessment of its functioning and the main influences on energy consumption to determine number of recommendations about improvement of system or use of alternative decisions.
12. Recurring inspection of air conditioning systems does not replace technical check when commissioning and periodic maintenance for the purpose of determination of degree of satisfaction of requirements of functioning of the air conditioning system in safe conditions.
13. Recurring inspection of air conditioning systems can be carried out by the inspector of air conditioning systems along with energy audit or periodic maintenance based on the request of the owner of the building.
14. For the purpose of this provision the used concepts mean:
