The government of the Republic of Kazakhstan DECIDES:

1. Accept to execution the republican budget for 2019 - 2021, including for 2019 in the following amounts:

1) the income - 10 547 475 255 thousand tenges, including on:

to tax revenues - 6 871 663 083 thousand tenges;

to non-tax receipts - 202 769 538 thousand tenges;

to sales proceeds of fixed capital - 6 884 960 thousand tenges;

to receipts of transfers - 3 466 157 674 thousand tenges;

2) costs - 11 477 290 810 thousand tenges;

3) net budget crediting - 265 647 847 thousand tenges, including:

budget credits - 381 675 587 thousand tenges;

repayment of budget credits - 116 027 740 thousand tenges;

4) balance on transactions with financial assets - 169 172 084 thousand tenges, including:

acquisition of financial assets - 169 172 084 thousand tenges;

5) budget deficit--1 364 635 486 thousand tenges, or percent 2,1 to country gross domestic product;

6) not oil budget deficit--5 495 623 486 thousand tenges, or percent 8,5 to country gross domestic product;

7) budget deficit financing - 1 364 635 486 thousand tenges.

2. Approve:

1) the list of the priority republican budget investments financed from the republican budget according to appendix 1 to this resolution;

2) the list of the priority republican budget investments directed to realization of especially important and requiring operational realization tasks included in the draft of the republican budget with conditions suspensive according to appendix 2 to this resolution;

3) the list of priority republican budget investments of the Ministries of the Interior and Defence of the Republic of Kazakhstan according to appendix 3 to this resolution (for office use);

4) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in the sizes of the allowance for cool qualification of staff of law-enforcement bodies according to appendix 4 to this resolution;

5) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in official pay rates of staff of law-enforcement bodies according to appendix 5 to this resolution;

6) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on payment of compensation for employment (lease) of housing to the staff of front divisions of road patrol force, to local police inspectors and local police inspectors for minors according to appendix 6 to this resolution;

7) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on compensation of part of the expenses incurred by the subject of agro-industrial complex in case of the investments, according to appendix 7 to this resolution;

8)  No. 919 is excluded according to the Order of the Government of the Republic of Kazakhstan of 12.12.2019;

9) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of interest rate for credit and leasing obligations within the direction on financial improvement of subjects of agro-industrial complex according to appendix 9 to this resolution;

10) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of rates of remuneration when crediting, and also leasing for acquisition of farm animals, the equipment and processing equipment according to appendix 10 to this resolution;

11) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing to procurement organizations in the sphere of the agro-industrial complex of tax amount on value added paid to the budget within the estimated value added tax according to appendix 11 to this resolution;

12) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in official pay rates by the civil servant of forestry and especially protected natural territories working in the rural zone according to appendix 12 to this resolution;

13) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on payment of the government address public assistance according to appendix 13 to this resolution;

14) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on implementation of consultants for social work and assistants in employment centers according to appendix 14 to this resolution;

18) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on services in replacement and setup of speech processors to cochlear implants according to appendix 18 to this resolution;

19) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of costs of the employer for creation of special workplaces for employment of disabled people according to appendix 19 to this resolution;

20) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on market development of work according to appendix 20 to this resolution;

21) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on wages increase of separate categories of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies according to appendix 21 to this resolution;

22) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on implementation of the state educational order in the preschool organizations of education according to appendix 22 to this resolution;

23) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on approbation of per capita financing of the organizations of secondary education according to appendix 23 to this resolution;

23-1) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in compensation of teachers and educational psychologists of the organizations of initial, main and general secondary education according to appendix 23-1 to this resolution;

23-2) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in the size of grant studying in the organizations of technical and professional education for working qualifications at the expense of target transfer from National fund of the Republic of Kazakhstan according to appendix 23-2 to this resolution;

23-3) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value and the capital on placement of the state educational order on training of specialists with the higher education for children from large and needy families at the expense of target transfer from National fund of the Republic of Kazakhstan according to appendix 23-3 to this resolution;

37-3) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on provision of state grants to young entrepreneurs for realization of the new business ideas within the State program of support and business development "The road map of business-2020" according to appendix 37-3 to this resolution;

38) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on compensation of losses in connection with decrease in the tax load of low-paid workers for increase in the size of their salary according to appendix 38 to this resolution;

39) distribution of the amounts of crediting to regional budgets, budgets of the cities of republican value, the capital on development of productive employment and mass entrepreneurship according to appendix 39 to this resolution;

40) distribution of the amounts of budget credits to local executive bodies for implementation of measures of social support of specialists according to appendix 40 to this resolution;

41) distribution of the amounts of crediting to regional budgets, budgets of the cities of republican value, the capital on assistance to development of entrepreneurship in the regional centers, Nour-Sultan's cities, Almaty, Shymkent, Semey and monotowns according to appendix 41 to this resolution;

42) distribution of the amounts of reserve of the Government of the Republic of Kazakhstan according to appendix 42 to this resolution;

43) distribution of the amounts of receipts of transfers from regional budgets, budgets of the cities of republican value, the capital on compensation of losses of the republican budget according to appendix 43 to this resolution.

3. To the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation to bring in the Government of the Republic of Kazakhstan:

till February 1, 2019 drafts of decisions on procedure for use of target current transfers regional budgets, budgets of the cities of republican value, the capital for 2019 specified in subitems 17) and 18) of Item 2 of this resolution;

till July 15, 2019 the draft decision about procedure for use of the funds allocated for decrease in debt load of citizens of the Republic of Kazakhstan on unsecured consumer loans in banks of the second level and the microfinancial organizations, payment of the commission for rendering payment services, and also write-offs of penalties and penalty fee to citizens of the Republic of Kazakhstan.

4. Approve the list of the state tasks for 2019 according to appendix 44 to this resolution.

5. To the central executive bodies till February 1, 2019 to make in the Government of the Republic of Kazakhstan offers on reduction of earlier made decisions of the Government of the Republic of Kazakhstan in compliance with this resolution.

6. This resolution becomes effective since January 1, 2019.
