1. Approve Regulations on creation of network of the centers of commercialization of innovations of the State Parties of the Interstate program of innovative state cooperation – members of the CIS for the period till 2020 it (is applied).

2. To the operator of the specified Interstate program to Skolkovo Foundation to perform coordination of activities for creation and development of network of the centers of commercialization of innovations.

3. To interstate council on cooperation in scientific and technical and innovative spheres to perform the analysis of practice of application of this provision in the State Parties of the Interstate program.

I. General provisions

1.1. This Regulations on creation of network of the centers of commercialization of innovations of the State Parties of the Interstate program of innovative state cooperation – members of the CIS for the period till 2020 (further – the Provision) are prepared for the purpose of realization of action 4.1.2 "Forming of network of the centers of commercialization" of the subprogramme "Joint use and development of innovative infrastructure" ("Infrastructure") of the Interstate program of innovative state cooperation - members of the CIS for the period till 2020 (further – the Program), accepted by the Decision of Council of CIS Heads of Government of October 18, 2011, and also action 1.6 Complexes of actions for 2017-2020 for implementation of the Interstate program of innovative state cooperation - members of the CIS for the period till 2020 approved by the Decision of Council of CIS Heads of Government of May 26, 2017.

1.2. This Provision determines the purposes, tasks and procedure for creation of network of the centers of commercialization of innovations of the State Parties of the Program (further – the centers of commercialization), requirements to the centers of commercialization, procedure for rendering services by the centers of commercialization and their financing.

1.3 This Provision is applied taking into account regulations of the legislation of the State Parties of the Program.

1.4. In this Provision the terms and determinations fixed in appendix 4 to the "Dictionary of the Terms (Glossary) Necessary for Work with the Interstate Program of Innovative State Cooperation — Members of the CIS for the Period till 2020" Program are used.

1.5. The center of commercialization – the organization which activities are directed to creation of conditions for receipt of the income from use of results of the scientific research satisfied in the state scientific organizations and private companies within the agreements, agreements, contracts involving these results in economic circulation.

1.6. The network of the centers of commercialization represents set of the centers of commercialization operating in the territories of the State Parties of the Program and united in single system on the basis of general rules of functioning and management of information exchange.

1.7. Users of services of the centers of commercialization are physical persons and legal entities – developers and owners of kommertsializuyemy technologies, and also business entities of different patterns of ownership both the State Parties of the Program, and other interested State Parties of the CIS specializing in commercialization of innovations.

1.8. The services rendered by the centers of commercialization are performed according to the legislation of the country of the location of the center of commercialization both on non-paid, and on paid basis. Rendering commercialization of paid services by the centers can be drawn up in agreement type between the customer and the center of commercialization.

II. Purpose of creation of network of the centers of commercialization

The purpose of creation of network of the centers of commercialization is growth of number of the realized innovative projects. It can be reached in the way:

forming of effective interstate system of providing transfer of the technologies developed in the State Parties of the Program;

creations of conditions for receipt of the income from use of results of research and development of the State Parties of the Program;

creation of conditions for commercialization of innovative projects on multilateral basis (three and more centers of commercialization);

the organization on permanent basis of mutual informing on the innovative projects offered for implementation in the State Parties of the Program.

III. Tasks of network of the centers of commercialization

The main objectives of network of the centers of commercialization are provision of intermediary services in the course of commercialization of innovations (technologies). At the same time can be activities:
