1. Approve enclosed:

Rules of registration of participants of purchases in unified information system in the field of purchases of goods, works, services for ensuring the state and municipal needs and maintaining the unified register of participants of purchases;

changes which are made to the order of the Government of the Russian Federation of June 8, 2018 No. 656 "About requirements to operators of electronic platforms, operators of specialized electronic platforms, electronic platforms, specialized electronic platforms and functioning of electronic platforms, specialized electronic platforms, confirmation of conformity to such requirements, about loss by the legal entity of the status of the operator of an electronic trading platform, operator of specialized electronic platform" (The Russian Federation Code, 2018, No. 26, the Art. 3843).

2. To provide to the Ministry of Finance of the Russian Federation the direction in the Federal Treasury of information on the states and the territories which are providing preferential tax regime of the taxation and (or) not providing disclosure and provision of information when carrying out the financial transactions (offshore zones) included in the list approved by the Ministry of Finance of the Russian Federation according to the subitem 1 of Item 3 of article 284 of the Tax Code of the Russian Federation and also about the changes made to such list.

3. This resolution becomes effective from the date of its official publication.

Rules of registration of participants of purchases in unified information system in the field of purchases of goods, works, services for ensuring the state and municipal needs and maintaining the unified register of participants of purchases

1. These rules establish procedure and terms of registration of participants of purchases in the unified information system in the field of purchases of goods, works, services for ensuring the state and municipal needs performed electronically (further respectively - unified information system, the procurement participant, registration of participants), the list of information and documents based on which registration of participants, procedure for maintaining the unified register of participants of purchases (further - the register of participants), including introduction in it of changes, the list of information and the documents included in the register of participants, terms of placement such information and documents in the register of participants is performed.

2. Implementation of registration of participants is provided with the Federal Treasury by information exchange of unified information system with the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (further - single system of identification and authentication), and also with electronic platforms.

3. For the purpose of these rules authorized persons are:

a) person specified in the Unified State Register of Legal Entities as the head of the legal entity (person having the right without power of attorney to act on behalf of the legal entity), or the other person acting as the head of the legal entity performing powers of sole executive body of the registered legal entity or the physical person specified in the Unified State Register of Private Entrepreneurs as the individual entrepreneur or the physical person specified in the Unified State Register of Legal Entities as the individual entrepreneur performing powers of sole executive body of the registered legal entity, information on which powers is provided by single system of identification and authentication (further - the head);

b) person authorized by the head on implementation in unified information system and (or) on electronic platform on behalf of the procurement participant of the actions provided by the Federal Law "About Contractual System in the field of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs" including on determination of the other persons authorized on implementation of such actions;

c) person authorized by the operator of an electronic trading platform according to Item 9 of these rules;

d) head of accredited branch or representation of the foreign legal entity;

e) physical person, including the foreign physical person (except for the physical person specified in the subitem "an" of this Item) or the physical person registered as the individual entrepreneur according to the legislation of the relevant state, performing powers of sole executive body of the registered legal entity;

e) the head of the foreign legal entity or the foreign legal entity performing powers of sole executive body of the registered legal entity.

4. For registration the authorized person performs the following actions:

a) undergoes registration, identification and authentication in single system of identification and authentication, at the same time:

the head determines in need of person, specified in the subitem "b" of Item 3 of these rules, by means of single system of identification and authentication;

the head allocates persons specified in the subitem "b" of Item 3 of these rules, powers implementation of actions in unified information system and (or) on electronic platform;

b) creates information and documents provided by Items 5 and 6 of these rules for their placement in the register of participants.

5. For registration of the legal entity, the foreign legal entity, accredited branch or representation of the foreign legal entity the authorized person creates the following information and documents:
