1. Approve the enclosed Rules of provision of data on state registration of the acts of civil status containing in the Unified state register of civil registrations.

2. Recognize invalid:

the order of the Government of the Russian Federation of November 18, 2013 No. 1030 "About approval of Rules of transfer by bodies of civil registration of data on state registration of the birth and death" (The Russian Federation Code, 2013, No. 47, the Art. 6110);

the order of the Government of the Russian Federation of November 21, 2013 No. 1049 "About approval of Rules of representation by bodies of civil registration of data on state registration of the birth, death, the conclusion and annulment of marriage in Federal State Statistics Service" (The Russian Federation Code, 2013, No. 48, the Art. 6256);

Item of 1 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of December 1, 2016 No. 1286 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2016, No. 50, the Art. 7104);

Item of 3 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of October 13, 2017 No. 1245 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2017, No. 43, the Art. 6326).

3. To federal executive bodies in 3-month time to bring the regulatory legal acts into accord with this resolution.

3(1). For the purpose of forming of reliable official statistical information about natural movement of the population to recommend to executive bodies of subjects of the Russian Federation which competence includes the organization of activities for state registration of acts of civil status in the territories of subjects of the Russian Federation, and to provide to the local government bodies given the laws of subjects of the Russian Federation authority on state registration of acts of civil status access of subjects of the Russian Federation to executive bodies in the sphere of health protection to the health certificates on death which are stored in the bodies performing state registration of acts of civil status for their check regarding completeness and quality of coding of causes of death.

4. This resolution becomes effective from the date of its official publication.

Rules of provision of data on state registration of the acts of civil status containing in the unified state register of civil registrations

I. General provisions

1. These rules determine procedure for provision of the data on state registration of the acts of civil status containing in the Unified state register of civil registrations, and data on introduction of the corrections or changes in civil registration containing in the Unified state register of civil registrations specified in Item 1 of article 13.2 of the Federal law "About Acts of Civil Status" (further - data on state registration of acts of civil status), including the list and terms of provision of data on state registration of acts of civil status.

2. The information on state registration of acts of civil status is provided to the bodies specified in Item 1 of article 13.2 of the Federal law "About Acts of Civil Status" (further - authorized body), the operator of federal state information system of maintaining the Unified state register of civil registrations (further - the operator) electronically by means of use of single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it.

3. The information on state registration of acts of civil status is provided to the physical persons specified in paragraph six of Item 1 of article 13.2 of the Federal law "About Acts of Civil Status", the operator electronically by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the single portal of the state and municipal services) and regional portals of the state and municipal services.

II. Procedure for provision of data on state registration of acts of civil status to authorized bodies

4. The information on state registration of acts of civil status is provided to authorized bodies based on request of the authorized body about provision of data on state registration of acts of civil status (further - request of authorized body about provision of data) sent once to the operator according to these rules.

Provision of data on state registration of acts of civil status is performed for the purpose of realization of powers of the relevant authorized bodies established by regulatory legal acts of the Russian Federation and (or) accepted according to the regulatory legal acts of the Russian Federation establishing powers of subjects of the Russian Federation in objects of joint maintaining with the Russian Federation, regulatory legal acts of the subject of the Russian Federation.

5. In request of authorized body about provision of data the following information is specified:

a) name of authorized body;

b) identification taxpayer number;

c) reason code of registration in tax authority;

d) location of authorized body;

e) e-mail address;

e) data on regulatory legal acts of the Russian Federation and (or) accepted according to the regulatory legal acts of the Russian Federation establishing powers of subjects of the Russian Federation in objects of joint maintaining with the Russian Federation, regulatory legal acts of the subjects of the Russian Federation establishing powers of authorized body for the purpose of which realization the information on state registration of acts of civil status, including data on the territory in which such powers are performed is provided.

6. Copies of the following documents are attached to request of authorized body about provision of data:

a) for territorial authorities of federal executive bodies - the legal act of federal executive body with indication of the list of the powers of such territorial authority provided by regulatory legal acts of the Russian Federation for the purpose of which realization the information on state registration of acts of civil status with indication of types of civil registrations by which the information, and also the territory in which the territorial authority performs such powers is provided is provided;

b) ceased to be valid according to the Order of the Government of the Russian Federation of 01.09.2023 No. 1422

c) for executive bodies of the subjects of the Russian Federation performing powers in the sphere of information and communication technologies and the organization of information exchange with federal executive bodies and (or) the automated systems of federal executive bodies (further - regional executive body in the sphere of information and communication technologies):
