About the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus for 2019

Article 1. Approve the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus (further – the budget of fund) for 2019 on expenses in the amount   of 14 830 718 500 rubles proceeding from the predicted amount of the income in the amount   of 15 054 463 600 rubles.

Determine that in 2019 the minimum size of budget surplus of fund for means of professional pension insurance constitutes  223 745 100 rubles.

Manager of budget funds of fund is Social Security Fund of the population of the Ministry of Labour and Social Protection of the Republic of Belarus (further – Fund).

Article 2. Determine that in 2019:

1. Budget receipts of fund constitute   15 054 463 600 rubles according to appendix 1.

2. Budget receipts of fund are created for the account:

2.1. fees on the national social insurance, including:

compulsory insurance premiums in state non-budgetary fund of social protection of the population of the Republic of Belarus;

fees on professional pension insurance;

2.2. non-tax income, including:

the percent paid by banks for use of money of state non-budgetary fund of social protection of the population of the Republic of Belarus;

returns on capitalization of means of state non-budgetary fund of social protection of the population of the Republic of Belarus;

income from investment of funds of professional pension insurance;

the means arriving on account of compensation for expenses of state non-budgetary fund of social protection of the population of the Republic of Belarus;

penalties for violation of the law about the national social insurance and for violation of procedure for use of means of state non-budgetary fund of social protection of the population of the Republic of Belarus or the organization of public procurements at the expense of the specified means;

compensations of the amounts illegally received, used not for purpose or with violation of the budget legislation of means from the budget of fund and the percent added on them;

voluntary transfers in state non-budgetary fund of social protection of the population of the Republic of Belarus;

other non-tax income, stipulated by the legislation;

2.3. subventions from the republican budget on:

financing of the expenses performed according to the legislation from the republican budget on payment of public welfare payments to the families raising children, pensions to government employees, pensions for special merits before the republic, pensions to the military personnel of compulsory military service and to members of their families, social pensions, separate types of surcharges;

financing of expenses on payment of the work pensions, benefits which are not specified in the paragraph the second this subitem, expense recovery for allowance payment on care of the disabled person of the I group or person which reached 80-year age and also financing of actions for employment of the population according to the Presidential decree of the Republic of Belarus of  January 16, 2009 to No. 40 "About Social Security Fund of the population of the Ministry of Labour and Social Protection" (The national register of legal acts of the Republic of Belarus, 2009, No. 17, 1/10419) and children's sanatorium treatment and improvement according to the Presidential decree of the Republic of Belarus of  August 28, 2006 No. 542 "About sanatorium treatment and improvement of the population" (The national register of legal acts of the Republic of Belarus, 2006, No. 143, 1/7882);

expense recovery of the budget of fund for financing of specialized educational sports facilities of labor unions according to the Presidential decree of the Republic of Belarus of  February 21, 2006 No. 107 "About sources and procedure for financing of specialized educational sports facilities of labor unions" (The national register of legal acts of the Republic of Belarus, 2006, No. 35, 1/7281).

Article 3. Determine that in 2019 expenses of the budget of fund in the amount   of 14 830 718 500 rubles go to the purposes according to appendix 2.

Article 4. Determine that in 2019 the means received by bodies of Fund in expense recovery for payment of cost of permits to sanatorium treatment and improvement are enlisted in budget receipts of fund.

Article 5. The amounts of penalties for failure to pay or incomplete payment of compulsory insurance premiums or fees on professional pension insurance, loan granting for salary payment, issue or money transfer for compensation with violation of requirements of the legislation, violation of the law about employment of the population, refusal in employment, non-presentation of documents, reports and other materials in Fund, other administrative offenses against procedure for management in field of activity of bodies of Fund, and also the penalty fee added for untimely return of the budget advances issued by budget funds of fund, inappropriate or inadequate use of the budget funds of fund allocated for implementation of actions of the state program about social protection and assistance of employment of the population are enlisted in budget receipts of fund in full.

Article 6. Determine that in 2019:

1. Budget implementation of fund is performed through the single treasurer account.

2. For use of the money of the budget of fund which is on the accounts opened in banks to state bodies, state-financed and other organizations, individual entrepreneurs, banks pay to budget receipt of fund percent on the rate established by the President of the Republic of Belarus for use of money republican and local budgets.

Article 7. Determine that in 2019:

1. The regulatory legal acts attracting increase or reduction of amounts of the income and (or) expenses provided in the budget of fund for 2019, the size and sources of financing of deficit or the size and the directions of use of budget surplus of fund are published (are accepted) by the President of the Republic of Belarus or from its consent.

2. The government of the Republic of Belarus has the right to introduce in need of established procedure to the President of the Republic of Belarus offers on increase or reduction of the approved amounts of the income and expenses of the budget of fund for 2019, and also about refining of other indicators of the budget of fund for 2019 no more once a quarter if other is not established by legal acts.
