About approval of the Consular charter of the Republic of Uzbekistan

Article 1. Approve the Consular charter of the Republic of Uzbekistan it (is applied).

Article 2. Recognize invalid:

1) the Law of the Republic of Uzbekistan of August 29, 1996 No. 261-I "About approval of the Consular charter of the Republic of Uzbekistan" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 1996, No. 9, the Art. 124);

2) the Resolution of Oliy Majlis of the Republic of Uzbekistan of August 29, 1996 No. 262-I "About enforcement of the Consular charter of the Republic of Uzbekistan" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 1996, No. 9, the Art. 125);

3) the Section XIV of the Law of the Republic of Uzbekistan of December 25, 1998 No. 729-I "About modification and amendments in some legal acts of the Republic of Uzbekistan" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 1999, No. 1, the Art. 20);

4) article 5 of the Law of the Republic of Uzbekistan of September 14, 2010 No. ZRU-255 "About modification and amendments in some legal acts of the Republic of Uzbekistan in connection with enhancement of activities of bodies and organizations of justice" (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2010, No. 9, the Art. 335);

5) article 8 of the Law of the Republic of Uzbekistan of September 23, 2016 No. ZRU-411 "About modification and amendments in some legal acts of the Republic of Uzbekistan" (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2016, No. 9, the Art. 276).

Article 3. To provide to the Ministry of Foreign Affairs of the Republic of Uzbekistan and other interested organizations execution, bringing to contractors and explanation among the population of essence and value of this Law.

Article 4. To the Cabinet of Ministers of the Republic of Uzbekistan:

bring decisions of the government into accord with this Law;

provide review and cancellation by state bodies of their regulatory legal acts contradicting this Law.

Article 5. This Law becomes effective from the date of its official publication.

Consular charter of the Republic of Uzbekistan

This Consular charter determines the main objectives and the legal basis of implementation of consular activities, function of consular officials for protection of the rights and interests of the Republic of Uzbekistan, the rights and legitimate interests of citizens and legal entities of the Republic of Uzbekistan outside the Republic of Uzbekistan.

Chapter 1. General provisions

Article 1. Main objectives of consular activities

Consular activities are performed for the purpose of protection of the rights and interests of the Republic of Uzbekistan, acceptance of measures by the Republic of Uzbekistan to that citizens and legal entities of the Republic of Uzbekistan had opportunity to have in full all rights granted by the legislation of the state of stay of consular establishment, international treaties which participants are the Republic of Uzbekistan and the state of stay of consular establishment.

Consular activities are directed to assistance to development good-neighbourhood and friendship of the Republic of Uzbekistan with other states, to expansion of commercial, commercial, scientific and technical, cultural and other relations.

Article 2. Legal basis of implementation of consular activities

Consular activities are performed according to the Constitution of the Republic of Uzbekistan, the conventional principles and rules of international law, international treaties of the Republic of Uzbekistan, this Consular charter, other regulatory legal acts of the Republic of Uzbekistan taking into account the legislation of the state of stay of consular establishment.

Article 3. Establishment of the consular relations

Establishment of the consular relations of the Republic of Uzbekistan with other states is performed by mutual consent.

Consent to establishment of diplomatic relations between two states means, unless otherwise specified, consent to establishment of the consular relations.

Severance of diplomatic relations does not mean automatic gap of the consular relations and the termination of activities of consular establishment of the Republic of Uzbekistan.
