About additional measures for the accelerated tourism development in the Republic of Uzbekistan

In the country complex measures for tourism development as one of strategic industries of the national economy providing its diversification and the accelerated development of regions, creation of new workplaces, increase in the income and quality of life of the population, and also improvement of investment appeal consistently are implemented.

Liberalization of visa regime, simplification of order of registration of foreign citizens, provision of privileges and preferences for development of tourist industry allowed to create favorable conditions for effective promotion of national tourist capacity both on internal, and in the foreign markets.

At the same time, the carried-out analysis shows imperfection of the regulatory framework regulating tourist industry, lack of rules of rendering separate types of the tourist services and the visa regimes which are widely applied in world practice differentiated on category of foreign citizens, terms and the purposes of their stay.

The accelerated tourism development is also interfered by shortage of means of placement and infrastructure facilities, especially during tourist season, insufficient coordination of system of transportations of passengers by different types of transport, and also the low organization of information support of tourists about the available tourist potential, inefficiency of marketing campaigns for promotion of internal tourism, features of objects of cultural heritage and pilgrimage in regions of the country.

For the purpose of forming of favorable conditions and premises for tourism development, first of all in private sector, increases in competitiveness and quality of the provided services, active and complex promotion of national tourist product in the world markets and implementation of the offers read in the President's letter of the Republic of Uzbekistan to Oliy Majlis of the Republic of Uzbekistan of December 28, 2018 and also according to tasks of Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Approve:

a) The concept of development of the sphere of tourism in the Republic of Uzbekistan in 2019 - 2025 (further - the Concept) according to appendix No. 1, providing:

enhancement of regulatory framework in the field of tourist activities, implementation of the international standards and standards directed to creating favorable conditions for tourism development;

development of tourist infrastructure and forming of the available and comfortable tourist circle;

development of transport logistics, expansion of external and internal routes, improvement of quality of transport services;

diversification of tourist product and the services oriented to different segments of the tourist market;

development of the internal tourism providing stimulation of activity of the subjects of tourist activities oriented to requirements satisfaction in tourist services in the republic;

promotion of tourist product of the Republic of Uzbekistan in the international and internal tourist markets, strengthening of image of the country as safe for travel and rest;

enhancement of system of preparation, retraining and advanced training of personnel for tourist industry.

Determine that the Concept is implemented step by step by approval of the separate annual actions plan according to its main directions and the carried-out target parameters during the corresponding period;

b) The actions plan for 2019 on implementation of the Concept of development of the sphere of tourism in the Republic of Uzbekistan in 2019 - 2025 (further - the Actions plan) according to appendix No. 2.

To the state committee of the Republic of Uzbekistan on tourism development on the basis of in-depth examination of results of accomplishment of the Actions plan by the corresponding years annually till December 1 to develop and submit in the Cabinet of Ministers of the Republic of Uzbekistan for approval drafts of the Actions plan the next years.

2. To coordination council concerning development of public-private partnership and digitalization in spheres of tourism, sport, cultural heritage, transport logistics and services (A. N. Aripov) to provide:

coordination of activities of the ministries, departments and other organizations for the effective organization, timely and high-quality accomplishment of all planned activities;

monitoring of the course of realization by the ministries, departments and other organizations of the Concept and the Actions plan, and also entering into Administration of the President of the Republic of Uzbekistan of the quarterly detailed information about the course of implementation of this Decree;

annual approval of "Road map" on holding the joint actions abroad directed to promotion of tourist capacity of Uzbekistan and involvement of foreign tourists;

if necessary modification of Concept parameters proceeding from accomplishment of the annual Actions plan.

3. Set since February 1, 2019 visa-free regime for a period of 30 days from the date of entrance on the territory of the Republic of Uzbekistan for citizens of the countries according to appendix No. 3.

4. Agree with offers of the State committee on tourism development, the Ministries of Foreign Affairs and Services of state security of the Republic of Uzbekistan about:

a) extension of the list of the countries which citizens since February 1, 2019 have possibility of receipt of the electronic entrance visa, according to appendix No. 4;

b) implementation since March 15, 2019 of system of issue of the following types of electronic entrance visas with effective period within 30 days:

double, with the consular fee in the amount of 35 US dollars;

repeated, with the consular fee in the amount of 50 US dollars;

c) implementation of issue of additional (not electronic) categories of entrance visas for separate groups of the foreign citizens visiting the Republic of Uzbekistan according to appendix No. 5.

To the Ministry of Foreign Affairs, the Ministry of Internal Affairs, the State committee on tourism development of the Republic of Uzbekistan together with the relevant ministries and departments to take necessary measures for implementation of additional (not electronic) categories of visas to separate groups of the foreign citizens visiting the Republic of Uzbekistan in a month.

5. Grant the right of receipt of the residence permit in the Republic of Uzbekistan to citizens of the countries according to appendix No. 6.

Determine that this right is granted on condition of real estate acquisition in:

The Tashkent region and Tashkent on the amount - in equivalent at least 400 000 US dollars;

The Samarkand, Bukhara, Namangan, Andijan, Fergana and Khorezm regions - in equivalent at least 200 000 US dollars;

The Republic of Karakalpakstan and other areas of the republic - in equivalent at least 100 000 US dollars.

6. Form the Working group on cardinal improvement of logistic attractiveness of Uzbekistan, and also coordination of works on involvement of foreign airlines to flights in the local airports (further - the Working group) in structure according to appendix No. 7.

Determine the main objectives of the Working group:

cardinal improvement of system of transport connections in the republic for increase in goods turnover, the number of the transported passengers and investments, first of all from the countries of Europe and Southeast Asia;

the accelerated solution of questions of involvement of airlines for increase in flows on the ziyorat line of tourism, including opening of regular flights from Indonesia;

determination of strategically important directions of flights for the purpose of attraction of tourist flow;

development of flexible system of discounts and preference for foreign carriers for the purpose of start of new routes at the airports of the country;

increase in number of passengers on long-haul routes by creation of connection flights, including to the period "out of season";

negotiation with foreign and local airlines, and also consideration of their offers and their rational distribution on the airports;

simplification of the mechanism of approval of charter flights;

implementation of the Open Sky mode at the separate airports of the country;

review of the regulatory legal base for the purpose of assistance to creation of local airlines;

development of documents on further development of transportation of tourists for ensuring intermodal transports within the country (bus, rail and air transportation);

expense reduction of airline and optimization of the prices of air tickets for consumers;

increase in quantity of routes of domestic air transportation between areas of the country;

enhancement of the mechanism of purchase of aviation fuel at foreign suppliers with ensuring transparency and the competition in procurement process.
