About approval of the Procedure for forming of the balance estimation of electrical energy of the integrated power system of Ukraine for settlement year
According to part four of article 5 of the Law of Ukraine "About the market of electrical energy", to the subitem 7 of item 4 of the Provision about the Ministries of Energy and Coal Industry of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of March 29, 2017 No. 208, for the purpose of ensuring operational safety of functioning of the integrated power system of Ukraine with PRIKAZYVAYU:
1. Approve the Procedure for forming of the balance estimation of electrical energy of the integrated power system of Ukraine for settlement year which is applied.
2. To department of electrical power complex (Novikov E. V.) provide:
submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure;
promulgation of this order on the official website of the Ministry of Fuel and Energy of Ukraine;
promulgation annually till December 1 on the official website of the Ministry of Fuel and Energy of Ukraine of the approved balance estimation of electrical energy of the integrated power system of Ukraine for settlement year.
3. Declare invalid the order of the Ministry of Fuel and Energy of Ukraine of August 16, 2016 No. 521 "About approval of the Procedure for creation of year and monthly balance estimations of electrical energy of the integrated power system of Ukraine", registered in the Ministry of Justice of Ukraine on September 7, 2016 for No. 1224/29354.
4. This order becomes effective from effective date of the new market of electrical energy according to the Law of Ukraine "About the market of electrical energy", but not earlier than day of its official publication.

1. This Procedure determines the basic organizational provisions, the principles and requirements, and also the methodological principles of forming of the balance estimation of electrical energy of the integrated power system of Ukraine for settlement year for the purpose of preparation of recommendations about safety of supply of electrical energy and provision of information to participants of the market of electrical energy about the modes of functioning of the integrated power system of Ukraine, total requirement in fuel for electric power producers who incorporate thermal power plants and thermal electromain lines, for forecasting of the production financial activities for settlement year.
2. Forming of the balance estimation of electrical energy of the integrated power system of Ukraine for settlement year is performed annually on permanent basis and is component of system of forecasting and development planning of the integrated power system of Ukraine for the short-term, medium and long-term outlook, performed the Ministry of Energy and Coal Mining and the operator of system of transfer for providing requirements of Rules about safety of the deliveries of electrical energy approved by the order of the Ministry of Energy and Coal Mining of August 27, 2018 No. 448, registered in the Ministry of Justice of Ukraine on September 19, 2018 for No. 1076/32528 (further - Rules about safety of deliveries of electrical energy), and creations of premises for effective work of the new market of electrical energy.
3. Forecasting of balance of electrical energy of the integrated power system of Ukraine for settlement year is performed on single information base which is supported by the operator of system of transfer.
4. Requirements of this Procedure are obligatory for the operator of system of transfer, electric power producers, operators of system of distribution, users of system of transfer who plan interstate trade in electrical energy.
5. In this Procedure terms are used in the values given in the Laws of Ukraine "About alternative energy sources", "About the market of electrical energy", "About the combined production of heat and electrical energy (cogeneration) and use of waste potential", the Code of system of transfer approved by the resolution of the National commission performing state regulation in spheres of power and utilities of March 14, 2018 No. 309 (further - the Code of system of transfer), the Code of systems of distribution approved by the resolution of the National commission performing state regulation in spheres of power and utilities of March 14, 2018 No. 310 (further - the Code of system of distribution).
6. In this Procedure the following abbreviations are used:
The NPP - nuclear power plant;
RES - renewable energy resources;
VES - wind power plant;
Pumped storage power plant - hydroheat-sink power plant;
Hydroelectric power station - hydraulic power plant;
OES - the integrated power system;
SMALLPOX - the operator of system of transfer;
SES - solar power plant;
Thermal power plant - thermal power plant;
Combined heat and power plant - thermal electromain line.
1. The balance estimation of the electric power of the integrated power system of Ukraine for settlement year (further - the balance estimation of the electric power) is created on the principles of transparency and nondiscrimination taking into account requirements of the Law of Ukraine "About the market of electrical energy", the Code of system of transfer, Rules of the market approved by the resolution of the National commission performing state regulation in spheres of power and utilities of March 14, 2018 No. 307.
2. Requirements to forming of the balance estimation of the electric power:
settlement period is calendar month;
ensuring compliance with Rules about safety of deliveries of electrical energy, in particular on sufficiency of the adjusting ranges and reserves for reliable covering of power consumption, requirements of criterion of N-1, of sufficiency of secondary and tertiary reserve taking into account specifics of work of RES, possibility of import and export of the electric power taking into account available handling capacity of interstate sections;
ensuring accounting of priority of loading of different types of generation, in particular the generation using RES and combined heat and power plant which work according to the heating schedule;
ensuring realization of algorithm of covering of forecast schedules of electric loadings which are created on the basis of characteristic profiles of loading for every month of settlement year, the characteristic worker and the day off.
3. The balance estimation of the electric power is calculated by the following options:
the basic balance estimation of the electric power - on the basis of statistical data about forecast average monthly ambient temperatures and rates of surplus/recession of amounts of consumption of electrical energy for the last five years, the most probable operating conditions of OES of Ukraine in settlement year;
limiting balance estimations of the electric power - on scenario basis because of impossibility of unambiguous determination of operating conditions of OES of Ukraine in settlement year taking into account forecasts of emergency conditions of functioning of OES of Ukraine, in particular abnormal ambient temperatures, and/or variation from indicators of the basic balance estimation of the electric power of amount of power consumption more than for 3%, and/or production of electricity of the NPP for 5%, and/or production of electricity of hydroelectric power station for 20%, and/or other factors which OSP reasonably considers such which will influence functioning of OES of Ukraine.
4. During determination of amounts of fuel supply it shall be considered:
1) for thermal power plant:
creation of the guaranteed coal resource which correspond 10-or to 20-day amounts of consumption, depending on remoteness of Item of its production;
non-admission of decrease in inventories of reserve fuel (fuel oil) below 10-day amount necessary for ensuring launches of blocks and necessary illumination;
2) for combined heat and power plant:
creation of the guaranteed coal resource which correspond to its 20-day average daily costs necessary for providing the schedule of thermal load according to the signed agreements of heat supply in forecast month, at power plants for which the main fuel is coal;
non-admission of decrease in inventory of reserve fuel (fuel oil) below 10-day amounts necessary for launches of blocks and necessary illumination, at power plants for which the main fuel is coal;
non-admission of decrease in 10-day inventory of reserve fuel (fuel oil) for ensuring survivability of combined heat and power plant and heating systems in the conditions of complete cessation of supply of natural gas at power plants for which the main fuel is natural gas.
1. Till June 1 of the year previous settlement OSP determines the corresponding assumptions, in particular relatively:
forecast average monthly ambient temperatures;
rates of growth/recession of power consumption of OES of Ukraine and change of configuration of consumption maps of capacity;
rates of commissioning of RES and schedules of their work;
water content of the rivers of the Dnieper and Dniester cascades of hydroelectric power station;
possibilities of export/import of electrical energy, proceeding from admissible handling capacity of interstate sections;
development plans for generation of thermal power plant, NPP, hydroelectric power station, pumped storage power plant (commissioning, write-off, increase/reduction of installed capacity);
development plans for the high-level and interstate power networks;
social and economic development of the country;
amounts of own production (production) of fuel and products of its conversion, forecast prices of them;
forecast fuel prices and products of its conversion in the foreign markets;
forecast electricity prices in the adjacent markets on which it can be exported and from which it can be imported, for characteristic days.
Determination of the specified assumptions is performed on the basis of the analysis of their actual values in previous periods, forecast information concerning their possible values next year.
2. Till July 15 of the year previous settlement OSP on the basis of certain assumptions determines scenarios for calculation basic and limiting versions of the balance estimation of the electric power and presents them on approval of the Ministry of Energy and Coal Mining. Scenarios shall reflect the most probable and emergency conditions of work of generation of OES of Ukraine, in particular relatively:
possibility of deficit of the electric power or capacity because of increase in demand, insufficient amount of fuel supply, decrease in water content of the rivers of the Dnieper and Dniester cascades of hydroelectric power station to 70% of security of drain;
possible deficit of the regulating capacity because of reduction of demand, decrease in water content of the rivers of the Dnieper and Dniester cascades of hydroelectric power station to 70% of security of drain, higher, than were expected, rates of commissioning of RES.
3. Till July 20 of the year previous settlement the Ministry of Energy approves with OSP scenarios for calculation basic and limiting versions of the balance estimation of the electric power by which balance sheet reliability of OES of Ukraine and safety of deliveries of electrical energy for settlement year is estimated.
4. Till September 15 of the year previous settlement OSP on the basis of the preliminary data obtained according to the Code of system of transfer perfroms calculations basic and limiting versions of the balance estimation of the electric power according to the scenarios of calculation approved the Ministry of Energy and Coal Mining basic and limiting versions of the balance estimation of the electric power, and also develops balance estimations of capacity of the joint electric utility system of Ukraine in the form given in appendix 1 to this Procedure for assessment of conformity (sufficiency) of the generating capacities for covering of the forecasted demand on electrical energy and providing necessary reserve.
