1. Approve the enclosed standard of the state service "Issue of the Travel Document of the Refugee".

2. To provide to committee of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Issue of the Travel Document of the Refugee"

Chapter 1. General provisions

1. The state service "Issue of the Travel Document of the Refugee" (further - the state service).

2. The standard of the state service is developed by the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial subdivisions of the Ministry (further - the service provider).

Reception of an application and issue of result of rendering the state service is performed through office of the service provider.

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) from date of delivery of packet of necessary documents:

in case of issue of the travel document of the refugee: - 58 (fifty eight) calendar days;

in case of exchange (in case of technical scrap or mistakes in personal data in the travel document of the refugee): - 28 (twenty eight) calendar days;

in case of prolongation of term of its action: - 5 (five) calendar days;

2) the most allowed time for delivery of document package - 15 (fifteen) minutes;

3) the most allowed time of servicing - 30 (thirty) minutes.

5. Form of rendering the state service: paper.

6. Result of rendering the state service - issue of the travel document of the refugee, putting down of record on the travel document of the refugee about prolongation of effective period which is certified by the signature of the authorized employee of the service provider and is sealed the service provider or the motivated answer about refusal in issue of the travel document of the refugee.

In case of decision making about refusal in execution of the travel document to the refugee the notification with indication of causes of failure in form according to appendix 1 to this Standard is handed or goes within five calendar days by mail.

After elimination of the reasons which entailed refusal in execution of the travel document, the refugee for receipt of the travel document submits the repeated application to territorial subdivision of migratory service in the place of registration.

Form of provision of result of rendering the state service: paper.

7. The state service is rendered to free of charge physical persons (further - uslugopoluchatel).

8. Working schedule of the service provider: Monday through Friday inclusive, from 9-00 till 18-30 o'clock, with lunch break from 13-00 till 14-30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.

Reception of applications and issue of results of rendering the state service is performed from 9:00 to 17:30 o'clock with lunch break from 13:00 to 14:30 o'clock.

The state service is rendered in turn, without making an appointment and the accelerated servicing;

9. List of the documents necessary for rendering the state service in case of the address of uslugopoluchatel:

in case of issue of the travel document of the refugee:

1) the statement for issue of the travel document (in 2 copies in the place of registration) in form according to appendix 2 to this standard;

2) the certificate of birth of the child of the refugee (in the presence) and (or) the document confirming the refugee's rights as the legal representative of persons concerning whom it performs guardianship or custody, not reached age of eighteen years (the copy, the original is submitted for reconciliation);

3) of four photos in size 3,5 x 4,5 of centimeters and on each child and (or) person concerning whom the refugee performs guardianship or custody.
