About approval of the Regulations on procedure and criteria for evaluation of results of office activities of staff of traffic police of Public service of traffic safety of the Ministry of Internal Affairs of the Republic of Uzbekistan

In pursuance of the resolution of the Cabinet of Ministers of May 19, 2018 No. 377 "About measures for further enhancement of system of ensuring road safety of the Republic of Uzbekistan", and also for the purpose of further increase in efficiency of activities of staff of traffic police of Public service of traffic safety the Cabinet of Ministers decides:

1. Approve Regulations on procedure and criteria for evaluation of results of office activities of staff of traffic police of Public service of traffic safety of the Ministry of Internal Affairs of the Republic of Uzbekistan according to appendix.

2. To impose control of execution of this resolution on the Minister of Internal Affairs of the Republic of Uzbekistan P. R. Bobozhonov.

Regulations on procedure and criteria for evaluation of results of office activities of staff of traffic police of Public service of traffic safety of the Ministry of Internal Affairs of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines procedure and criteria for evaluation of results of office activities of staff of traffic police of Public service of traffic safety of the Ministry of Internal Affairs of the Republic of Uzbekistan (further - traffic police GSBDD), and also procedure for application of measures of economic impact in relation to them in the form of one-time cash deduction and remuneration.

2. One-time cash deduction at the rate to 50 percent from their official pay rate is applied to traffic police officers of GSBDD which activities following the results of assessment of quarterly work are acknowledged unsatisfactory as corrective action.

One-time cash deduction is not measure of authority punishment and its application does not attract the consequences connected with imposing of authority punishment.

3. The measure in the form of the one-time monetary reward at the rate to 50 percent from their official pay rate is applied to traffic police officers of GSBDD which activities following the results of assessment of quarterly work are recognized as effective.

This monetary reward is not measure of encouragement and is applied regardless of availability at the employee of the operating authority punishment.

4. In case of violation by the traffic police officer of GSBDD of office discipline the procedure for authority punishment of the traffic police officer of GSBDD is regulated by the Disciplinary charter of law-enforcement bodies approved by the resolution of the President of the Republic of Uzbekistan of November 29, 2017 No. PP-3413.

Chapter 2. The procedure for application died in the form of one-time cash deduction and remuneration

Decisions on application of one-time cash deduction and remuneration are accepted by the commission according to activities of employees for safety of traffic of traffic police GSBDD on the fixed sectors (further - the commission), the Republic of Karakalpakstan created in the Ministry of Internal Affairs, the Departments of Internal Affairs of areas, Main Department of Internal Affairs of the city of Tashkent.

The commission consists of five members on standard structure according to Item 6 of this provision.

6. Are part of the commission on position:

the commission chairman - the deputy minister of internal affairs of the Republic of Uzbekistan - the chief of Main Department of Internal Affairs of the city of Tashkent, the Minister of Internal Affairs of the Republic of Karakalpakstan, chiefs of the Departments of Internal Affairs of areas;

the vice-chairman of the commission - chiefs of managements of traffic safety of the Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Department of Internal Affairs of the city of Tashkent, the Departments of Internal Affairs of areas;

members of the commission:

chief of district (city) management (department) of internal affairs;

the chief of information and dispatching service - chiefs of the central information and dispatching service of managements of traffic safety of the Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Department of Internal Affairs of the city of Tashkent, the Departments of Internal Affairs of areas;

the secretary of the commission - deputies for personnel of chiefs of managements of traffic safety of the Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Department of Internal Affairs of the city of Tashkent, the Departments of Internal Affairs of areas.

7. The commission holds the meetings quarterly no later than the 15th day of the first month following reporting quarter. Decisions of the commission are reflected in protocols of the meetings approved by the chairman and signed by members and the secretary of the commission.

Representatives of other state bodies, self-government institutions of citizens, the organizations, including non-state non-profit organizations, the mass media located in the corresponding territory can be invited to commission sessions.

The procedure for functioning of the commission affirms the Minister of Internal Affairs of the Republic of Uzbekistan.

8. Members of the commission within the powers:

create working groups for studying of condition and results of activities of traffic police officers of GSBDD on the fixed sectors;

provide collection, generalization and information analysis about the current indicators of activities of traffic police officers of GSBDD on the fixed sectors for the analyzed period;

with departure on places hear activities reports of traffic police officers of GSBDD on the fixed sectors with indication of the specific achieved results within the analyzed quarter;

give efficiency evaluation to activities of traffic police officers of GSBDD on the fixed sectors following the results of quarter and take measures for improvement of their work.

9. Application in relation to traffic police officers of GSBDD of measures of economic impact in the form of one-time cash deduction and remuneration is performed according to the scheme according to appendix No. 1 to this Provision.

10. The measure of economic impact in the form of one-time cash deduction is applied to traffic police officers of GSBDD proceeding from the criteria provided by appendix No. 2 to this Provision.

Application of measure of economic impact in the form of one-time cash deduction on the basis for which earlier authority punishment was already imposed on the relevant employee of traffic police GSBDD is not allowed.
