DECISION OF BOARD OF THE EURASIAN ECONOMIC COMMISSION

About approval of Methodology of maintaining statistics of mutual trade in goods of state members of the Eurasian Economic Union and Methodology of maintaining customs statistics of foreign trade in goods of state members of the Eurasian Economic Union

(as amended on 28-12-2021)

For the purpose of realization of item 4 of the Protocol on procedure for forming and distribution of official statistical information of the Eurasian Economic Union (appendix No. 4 to the Agreement on the Eurasian Economic Union of May 29, 2014) and Item 3 of Article 360 of the Customs code of the Eurasian Economic Union the Board of the Eurasian economic commission solved:

1. Approve enclosed:

Methodology of maintaining statistics of mutual trade in goods of state members of the Eurasian Economic Union;

Methodology of maintaining customs statistics of foreign trade in goods of state members of the Eurasian Economic Union.

2. Recognize invalid:

The decision of the Commission of the Customs union of January 28, 2011 No. 525 "About Single methodology of maintaining customs statistics of foreign trade and statistics of mutual trade of state members of the Customs union";

The decision of the Commission of the Customs union of October 18, 2011 No. 837 "About the Instruction about procedure for forming of data of customs statistics of foreign trade and statistics of mutual trade of state members of the Customs union";

The decision of Board of the Eurasian economic commission of December 4, 2012 No. 257 "About modification of the Instruction about procedure for forming of data of customs statistics of foreign trade and statistics of mutual trade of state members of the Customs union";

The decision of Board of the Eurasian economic commission of March 19, 2013 No. 50 "About modification of Single methodology of maintaining customs statistics of foreign trade and statistics of mutual trade of state members of the Customs union";

Item of 2 changes made to decisions of the Commission of the Customs union (appendix to the Decision of Board of the Eurasian economic commission of June 11, 2013 No. 127 "About modification of some decisions of the Commission of the Customs union");

Item of 3 changes made to decisions of the Commission of the Customs union (appendix to the Decision of Board of the Eurasian economic commission of December 18, 2014 No. 237 "About modification of some decisions of the Commission of the Customs union concerning the qualifiers used for filling of customs declarations, and their use").

3. This Decision becomes effective after 30 calendar days from the date of its official publication.

Methodology of maintaining statistics of mutual trade in goods of state members of the Eurasian Economic Union

I. General provisions

1. This Methodology is developed according to item 4 of the Protocol on procedure for forming and distribution of official statistical information of the Eurasian Economic Union (appendix No. 4 to the Agreement on the Eurasian Economic Union of May 29, 2014 (further – the Agreement)) for the purpose of establishment of single methodological approaches to maintaining statistics of mutual trade in goods of the state members of the Eurasian Economic Union (further respectively – statistics of mutual trade in goods, state members) conforming to the international standard "Statistics of international trade in goods: concepts and determinations, 2010" and the state members providing comparability of official statistical information on the goods moved between state members in mutual trade.

2. This Methodology is intended for application of state members by authorized bodies (further – authorized bodies).

II. Basic concepts

3. The concepts used in this Methodology mean the following:

"mutual trade in goods" – import and commodity export between state members;

"importer" – the person of state member who is acting as the party of the transaction and acquired according to it at other person the goods imported (moved) on the state member territory from the territory of other state member (purchase of goods is understood as its purchase, exchange, return, and also acceptance of goods for a period of 1 year under the agreement of finance lease (leasing) or storage, acceptance of goods under the consignment agreement, for conversion, after conversion, as free, humanitarian or technical assistance, gift, contribution to authorized capital);

"commodity import" – import to the state member territory from the territory of other state member of goods which are added to inventories of material resources of state member;

the partner - person acting as the party of the foreign trade transaction with the importer or the exporter;
