Rules of provision to the federal state bodies exercising control over the implementation of the requirements established by part 3 of article 49.1 of the Federal law "About Compulsory Medical Insurance in the Russian Federation", access to the single register of insured persons

1. These rules establish procedure for provision to federal state bodies of access to the single register of insured persons for the purpose of execution of the requirements established by part 3 of article 49.1 of the Federal law "About Compulsory Medical Insurance in the Russian Federation" (further - the single register).

2. Access to the single register is provided by Federal Compulsory Health Insurance Fund to federal state bodies which list affirms the Government of the Russian Federation (further - federal state bodies).

3. Access to the single register is provided on the basis of the principles of ensuring reliability, relevance, integrity and completeness of the provided and obtained information, and also confidentiality of information, access to which is limited by the legislation of the Russian Federation.

4. The Federal Compulsory Health Insurance Fund determines persons responsible for provision of access to the single register. Federal state bodies determine persons responsible for implementation of access to the single register.

5. Federal state bodies provide access to the single register with the frequency providing execution of the requirements established by part 3 of article 49.1 of the Federal law "About Compulsory Medical Insurance in the Russian Federation", but at least once a month with need of receipt of information about the insured persons containing in the single register.

6. To federal state bodies of the information about insured persons:

not carried to the state secret, are provided with use of single system of interdepartmental electronic interaction by the direction of responses to interdepartmental requests according to the technical requirements to interaction of information systems in single system of interdepartmental electronic interaction approved by the operator of single system of interdepartmental electronic interaction;

carried to the state secret, are provided according to the procedure, the determined agreement on information exchange signed between Federal Compulsory Health Insurance Fund and the relevant federal state body with observance of requirements of the legislation of the Russian Federation on the state secret.

7. By provision to federal state bodies of the information about particular insured person containing in the single register, personal data of insured persons are not provided.

8. In case of access to the single register the strengthened qualified digital signatures of responsible persons and qualified certificates of keys of verification of the digital signature corresponding to them issued by accredited certification centers according to the Federal Law "About the Digital Signature" are applied.
