About measures for the organization of preparation, the edition and maintaining the Red List of the Republic of Uzbekistan

In pursuance of the resolution of the President of the Republic of Uzbekistan of July 17, 2018 No. PP-3861 "About measures for further enhancement of activities of Institute of botany of Academy of Sciences of the Republic of Uzbekistan", for the purpose of ensuring preserving and reproduction of the rare and being under the threat of disappearance types (subspecies) of wild animals and wild-growing plants the Cabinet of Ministers decides:

1. Approve:

Regulations on procedure for preparation, the edition and maintaining the Red List of the Republic of Uzbekistan according to appendix No. 1;

structure of the Interdepartmental commission on preserving the rare and being under the threat of disappearance animals and plants according to appendix No. 2.

2. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.

3. To the state committee of the Republic of Uzbekistan on ecology and environmental protection together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution.

4. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov, the deputy prime minister - the chairman of the State committee of the Republic of Uzbekistan on investments S. R. Holmuradov and the chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection B. T. Kuchkarov.

Regulations on procedure for preparation, edition and maintaining the Red List of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines procedure for preparation, the edition and maintaining the Red List of the Republic of Uzbekistan (further - the Red List).

2. The Red List contains the code of documentary information on condition, distribution, categories of the status of rarity and the status of threat of disappearance and measures of protection (further - categories of the status) for the purpose of ensuring preserving and recovery of the rare and being under the threat of disappearance types (subspecies) of the wild animals and wild-growing plants and mushrooms (further - types (subspecies)) living (growing) in the territory of the Republic of Uzbekistan.

3. Authorized state bodies on preparation, the edition and maintaining the Red List are:

regarding providing its edition and maintaining - the State committee of the Republic of Uzbekistan on ecology and environmental protection (further - Goskomecologies);

regarding its preparation for the edition - Academy of Sciences of the Republic of Uzbekistan.

4. Development of offers and recommendations about entering in the Red List (exception of it) of types (subspecies) of objects of animal and flora is performed by Institute of zoology and Institute of botany of Academy of Sciences of the Republic of Uzbekistan, respectively.

Coordination of activities of authorized state bodies for entering in the Red List (exception of it) of types (subspecies) and implementation of measures for their preserving is enabled by the Interdepartmental commission on preserving the rare and being under the threat of disappearance animals and plants (further - the Commission).

5. The commission performs government relations on places, the scientific institutions and non-state non-profit organizations performing the activities in the field of protection and use of animal and flora.

Chapter 2. Main actions for preparation, edition and maintaining the Red List

6. The main actions for preparation and the edition of the Red List are:

entering of offers on entering of types (subspecies) into the Red List and participation in their consideration;

conducting the state accounting of types (subspecies) included in the Red List (including collection and the analysis of scientific data on the current state and tendencies of change of condition);

preparation of the illustrated scientific subjects, Articles for official volumes of the Red List;

organization of the edition and ensuring distribution of the official publication of volumes of the Red List.

7. The main actions for maintaining the Red List are:

the organization of consideration of offers on entering in the Red List and to exception of types (subspecies) of it;

implementation of the state environmental control behind protection and use of types (subspecies) included in the Red List;

issue of documents of allowing nature in the field of use of types (subspecies) included in the Red List;

the organization and ensuring the state accounting of types (subspecies) included in the Red List;

maintaining the state inventory of types (subspecies) included in the Red List;

implementation of the state monitoring of condition and population of types (subspecies) included in the Red List;

development, approval and participation in implementation of measures for protection and recovery of types (subspecies) included in the Red List.

Chapter 3. Entering in the Red List (exception of it) of types (subspecies)

8. Actions for entering in the Red List (exception of it) of types (subspecies) are performed according to the scheme according to appendix to this Provision.

9. Types (subspecies), constantly or temporarily living or growing under natural conditions in the territory of the Republic of Uzbekistan which are subject to protection according to the legislation of the Republic of Uzbekistan are included in the Red List.

10. Types (subspecies) needing special measures of protection are included in the Red List namely:

the wild animals and wild-growing plants which are under the threat of disappearance;

vulnerable, uzkoarealny and rare species of wild animals and wild-growing plants which protection is important for preserving flora and fauna of the republic.

11. Goskomecologies considers offers on entering in the Red List (exception of it) or about change of categories of the status of types (subspecies), arrived from physical persons and legal entities (irrespective of forms of business).

Sends to Goskomecology within three days from the moment of receipt of offers them to Institute of zoology and/or Institute of botany of Academy of Sciences of the Republic of Uzbekistan, and also to Research institution of ecology and environmental protection for collection and the analysis of scientific data on the current state and tendencies of change.
