About the organization of activities of Fund of development of preschool education

In pursuance of the resolution of the President of the Republic of Uzbekistan of September 30, 2018 No. PP-3955 "About measures for enhancement of management system preschool education", and also for the purpose of the organization of activities of Fund of development of preschool education the Cabinet of Ministers decides:

1. Approve Regulations on Fonda of development of preschool education according to appendix.

2. To the ministry of preschool education of the Republic of Uzbekistan together with the interested ministries and departments to provide the regulatory legal acts adopted by them according to this resolution in a month.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. A. Abdukhakimov and the minister of preschool education of the Republic of Uzbekistan A. V. Shin.

Regulations on Fonda of development of preschool education

Chapter 1. General provisions

1. This Provision determines procedure for the organization of activities of Fund of development of preschool education (further - Fund).

2. The fund is not legal entity and his funds are accumulated on treasurer personal account of the Ministry of preschool education of the Republic of Uzbekistan (further - the Ministry).

Chapter 2. Procedure for forming and use of fund

3. Sources of forming of fund are:

means of the republican budget, including for 2018-2019 in total in the amount of 100 billion bags with their quarterly allocation indexed annually according to budget rules;

100 percent of means from realization of not used real estate of public pre-school educational institutiones;

50 percent from illegal expenses of budgetary funds, the amounts of the plunders, wastes, shortages revealed by services of internal audit of the Ministry of results of checks of organization activity and organizations, entering into structure of the Ministry, and collected in the income of the Government budget, the state trust funds of the Republic of Uzbekistan and off-budget funds;

income gained from placement of temporarily available funds of Fund;

charitable gifts of physical persons and legal entities, including nonresidents of the Republic of Uzbekistan;

credits (loans), grants and means of technical assistance of international financial institutions, foreign states and other donors;

other sources which are not prohibited by the legislation.

4. Fund is spent on:

expansion of network of preschool educational institutions with their inclusion in address lists of buildings in accordance with the established procedure;

material stimulation of workers of system of preschool education;

attraction for work in the Ministry on the basis of civil agreements of highly qualified specialists, including foreign, and also the compatriots performing activities abroad;

attraction as consultants within accomplishment of the tasks assigned to the Ministry and functions of specialists of state bodies and the organizations, design institutes, scientific and highest educational institutions, the leading international and foreign organizations, and also experts;

organization of training, retraining and advanced training of employees of the Ministry, including abroad;

equipping and repair of buildings of the Ministry, Ministry of preschool education of the Republic of Karakalpakstan, managements of preschool education of areas and Head department of preschool education of Tashkent, district (city) departments of preschool education and public pre-school educational institutiones;

implementation in educational and educational process of the advanced pedagogical and information technologies, and also other actions directed to enhancement of activities of the Ministry.

Chapter 3. Management of activities of Fund

5. Management and distribution of fund is performed by Council for management of activities of Fund (further - Council). The chairman of the board is the minister of preschool education of the Republic of Uzbekistan.

The structure of Council affirms the order of the minister of preschool education of the Republic of Uzbekistan in number of at least seven people and is created of number of deputy ministers, heads of managements and departments of the Ministry.

The meeting of Council is considered competent if at it there are more than a half of his members. Decisions on cases in point are made by a simple majority vote. The made decision is drawn up in the form of the protocol.

6. The meeting of Council is held quarterly or in unplanned procedure as required.

7. Council:

claims till December 25 of the profit and loss budget of Fund for each forthcoming year;

brings in need of adjustment in the approved profit and loss budgets;

determines actions for financing by fund according to item 4 of this provision;

controls target and effective use of fund;

considers and approves reports of Fund on the income and expenses following the results of quarters;

promotes attraction in Fund of the foreign credits (loans), grants and means of technical assistance of international financial institutions, foreign states and other donors

performs other powers connected with forming and use of fund.

8. Working body of Fund is Management of planning of financial and economic development of the Ministry.

9. Working body:

develops forecast indicators of the income and expenses of Fund the forthcoming year;

prepares profit and loss budgets of Fund;

prepares offers on increase in receipts and effective use of fund;

records the income of Fund for sources of receipts, and also in the main directions of expenses of Fund;

prepares and represents to Council at least once a quarter the report on use of fund.

Chapter 4. Accounting, reporting and control of use of fund

10. Accounting of use of fund is performed separately from other extrabudgetary funds of the Ministry.

11. The profit and loss budget of Fund is constituted according to the procedure, established by the legislation for state-financed organizations on extrabudgetary funds (by quarters, sources of receipts and the directions of their use), and affirms Council.

12. The annual statement about execution of the profit and loss budget of Fund is considered at meeting of board of the Ministry and annually till March 15 affirms Council.

13. The fund which is not spent in the current year passes for the next year and is not subject to withdrawal.

14. Control of target use of fund is exercised by Head department of the state financial control of the Ministry of Finance of the Republic of Uzbekistan.
