About Russian President's Directorate for Protection of Citizens Constitutional Rights

For the purpose of enhancement of activities of Administration of the President of the Russian Federation I decide:

1. Reorganize Russian President's Directorate for Protection of Citizens Constitutional Rights, having assigned to it including ensuring activities of the President of the Russian Federation concerning the state migration policy.

2. Approve the enclosed Regulations on Russian President's Directorate for Protection of Citizens Constitutional Rights.

3. To the head of Administration of the President of the Russian Federation in a month:

a) approve structure and the staff list of Russian President's Directorate for Protection of Citizens Constitutional Rights;

b) organize the warning of employees of Russian President's Directorate for Protection of Citizens Constitutional Rights of possible dismissal from Administration of the President of the Russian Federation in connection with organizational and regular actions.

4. Determine that employees of Russian President's Directorate for Protection of Citizens Constitutional Rights before completion of organizational and regular actions continue in case of their consent execution of service duties on earlier replaced positions.

5. Recognize invalid:

Regulations on Russian President's Directorate for Protection of Citizens Constitutional Rights

1. The Russian President's Directorate for Protection of Citizens Constitutional Rights (further - Management) is independent division of Administration of the President of the Russian Federation.

2. Management in the activities is guided by the Constitution of the Russian Federation, the Federal Laws, decrees and orders of the President of the Russian Federation, Regulations on Administration of the President of the Russian Federation, administrative decrees of the President of the Russian Federation, and also this Provision.

3. The regulations on Management affirm the President of the Russian Federation on representation of the Head of Administration of the President of the Russian Federation.

4. The main objectives of Management are:

a) assistance to the President of the Russian Federation within the competence of determination of the main directions of state policy in nationality, ensuring realization by the President of the Russian Federation its constitutional powers according to the solution of questions of citizenship of the Russian Federation and provision of political asylum;

b) assistance to the President of the Russian Federation within the competence of determination of the main directions of the state migration policy;

5. The main management functions are:

a) preparation of offers to the President of the Russian Federation on forming and realization of state policy in the field of nationality;

b) preparation of offers to the President of the Russian Federation and drafts of decisions of the President of the Russian Federation concerning citizenship of the Russian Federation and provision of political asylum;

c) preparation of offers to the President of the Russian Federation concerning forming and realization of the state migration policy, management of migratory processes;

d) preparation of offers to the President of the Russian Federation concerning pardon and drafts of decisions of the President of the Russian Federation according to pleas for mercy;

e) preparation, coordination and representation in accordance with the established procedure to the President of the Russian Federation of drafts of decrees, orders and orders of the President of the Russian Federation on the questions which are within the competence of Management;

e) participation in limits of the competence of preparation of drafts of the Federal Laws introduced by the President of the Russian Federation to the State Duma of Federal Assembly of the Russian Federation according to the procedure of the legislative initiative;

g) information and analytical ensuring activities of the President of the Russian Federation and Administration of the President of the Russian Federation concerning nationality, provisions of political asylum, migration and pardon;

h) preparation within the competence of offers on implementation of decrees, orders, orders and instructions of the President of the Russian Federation;

i) control of execution of the Federal Laws, decrees, orders, orders and instructions of the President of the Russian Federation for the questions which are within the competence of Management;

j) coordination in accordance with the established procedure activities of federal bodies of the government, their territorial authorities and foreign institutions, public authorities of subjects of the Russian Federation, other state bodies, local government bodies, public associations and the organizations for realization of state policy in the field of nationality and the state migration policy;

o) participation in limits of the competence of conducting the checks performed by independent divisions of Administration of the President of the Russian Federation, federal executive bodies and monitoring bodies;
