About approval of the State target program of utilization of components of liquid rocket fuel (heptyl) for the period till 2020

The Cabinet of Ministers of Ukraine decides:

1. Approve the State target program on utilization of components of liquid rocket fuel (heptyl) for the period till 2020 (further - the Program) which is applied.

2. Item 12 of appendix to the resolution of the Cabinet of Ministers of Ukraine of October 11, 2016 No. 710 "About effective use of public funds" (The Official Bulletin of Ukraine, 2016, No. 83, Art. 2739; 2017, No. 77, the Art. 2376) after words of "The nation-wide target ecological program of the treatment of radioactive waste" to add with words and figures "and the State target program of utilization of components of liquid rocket fuel (heptyl) for the period till 2020".

3. Represent to the state space agency annually by July 15 and on March 1 to the Cabinet of Ministers of Ukraine and the Ministry of Economic Development and Trade the status report of accomplishment of the Program.

Program purpose

The purpose of the Program is implementation of actions for storage and step-by-step utilization of surplus stocks of highly toxic components of liquid rocket fuel (heptyl) (further - rocket fuel) which are stored at the companies belonging to the sphere of management of GKA with use of engineering procedures which meet the requirements of technogenic and ecological safety, and also neutralization and liquidation of storage locations of rocket fuel that will allow to prevent emergence of emergency situations.

Ways and methods of the problem resolution

Considering results of comparative analysis of possible ways of solving the problem of utilization of rocket fuel, the option which provides its high-temperature burning using ecologically safe method at the companies belonging to the sphere of management of GKA is optimum.

The problem resolution is supposed to be performed by utilization of rocket fuel on procedure for procurement of goods, works and services for public funds or according to other procedure, stipulated by the legislation.

Methods of the problem resolution are:

implementation of complex of actions for preparation of storage locations of rocket fuel before its utilization;

recovery of processing equipment on objects of storage of rocket fuel, including bench base;

utilization of rocket fuel technically by acceptable, cost-efficient and ecologically admissible method based on the license for the right of implementation of economic activity according to the treatment of dangerous wastes;

implementation of measures for mitigation of consequences of operation of storage locations of rocket fuel and recultivation of lands on which such fuel was stored.

Data of rather state customer, the head and contractors of the Program, the accomplishment term, forecast amounts and financing sources are given in appendix 1.

Tasks and actions

For the problem resolution of utilization of rocket fuel accomplishment of the main objectives of the Program which treat is provided:

prevention of emergence of environmental disaster, ensuring accident-free storage of rocket fuel in storage locations before its utilization;

utilization of inventories of rocket fuel by ecologically safe thermal method;

liquidation of storage locations of rocket fuel after its utilization and recultivation of lands on which it was stored.

The list of tasks and actions with determination of terms of their accomplishment and sources and the amounts of financing is given in appendix 2.

The expected results, efficiency of the program

Accomplishment of the Program will give the chance to utilize within three years rocket fuel in quantity of 96,7 of ton which remains at the companies which belong to the sphere of management of the state space agency, including:

60 tons - at the state company "Yuzhnoye design office of N. K. Yangel";

Ton 36,7 - at the state company "Southern Machine-Building Plant production association of name A.M. Makarova".

As a result of accomplishment of the Program it is going to reach:

in the economic sphere:

reduction of amounts of the current costs connected with content of storage locations of rocket fuel that economy will be promoted by about 6 million hryvnias which are spent annually for their content;

partial compensation of costs of the government budget for implementation of actions of the Program for the realization account of products of utilization and scrap metal and property which will be released after liquidation of storage locations that will allow to fill up the government budget on the amount about 15 million hryvnias;

in the social sphere:

decrease in level of social tension and negative attitude of the population to storage locations of rocket fuel;

preserving number of employees of the companies of the industry which has work experience with rocket fuel;

in the field of technogenic and ecological safety:

improvements of ecological condition, liquidation of potential hazard to health of the population and environment;

reduction of risk of emergence of emergency situations of technogenic nature.

The main expected results of accomplishment of the Program are given in appendix 3.

Amounts and financing sources

Financing of the Program is performed at the expense of means of the government budget, other stipulated by the legislation sources.

The amount of the expenses connected with accomplishment of the Program approximate will make 110, 229 million hryvnias and shall be specified annually in case of creation of the draft of the Government budget of Ukraine the next year.
