Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries";

Regulations of information exchange between customs authorities of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries";

Procedure for accession to general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries".

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries"

I. General provisions

1. These rules are developed according to the following acts incoming the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The decision of Board of the Euroasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

the international agreements signed with the third states, their integration associations and the international organizations, providing electronic information exchange between the states – members of the Union for the purpose of exchange of customs information (further respectively – the international agreements with the third party, state members).

II. Scope

2. These rules are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process "Ensuring realization of electronic information exchange between the states – members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries" (further – general process), including the description of the procedures performed within this general process.

3. These rules are applied by participants of general process to control of execution order of procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

The realization of general process is enabled within national segments of the integrated information system of the Eurasian Economic Union (further – the integrated information system) and components of the integration segment of the Commission of the specified system providing interaction with external systems, including information systems of the third countries and (or) their integration associations.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"the third country" – the state which is not the member of the Union or the international integration association of such states which are the parties of the international treaty of the Union providing exchange of customs information with state members;

"the central customs authority" – the state body of state member authorized in the field of customs affairs.

5. The concept "condition of information object of general process" means property which characterizes information object at certain stage of accomplishment of the procedure of general process and which changes in case of accomplishment of transactions of general process.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

6. Full name of general process: "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries".

1. Purpose and tasks of general process

8. The purpose of realization of general process is simplification of making of customs transactions, accelerations of release of goods and prevention of violations of the regulations defined by the international treaties and acts constituting the right of the Union, and (or), the state members established by the legislation on customs regulation.

9. For achievement of the specified purposes it is required to solve the following problems:

a) provide electronic exchange of customs information concerning the goods which are exported from the territory of state members on the territory of the third country and exported from the territory of the third country on the territory of state members, on section between national segments of the integrated information system and components of the integration segment of the Commission providing interaction with external systems;

b) providing within electronic exchange of customs information of transfer (obtaining) of state member of the following information to the central customs authorities:

data from databases of customs information;

information on change of earlier provided data from databases of customs information;

information on cancellation of earlier provided data from databases of customs information.

2. Participants of general process

10. The list of participants of general process is provided in table 1.

3. Structure of general process

11. General process represents set of the procedures grouped according to the destination:

a) procedures of submission of data from declarations on goods;

b) procedures of receipt of data from declarations on goods.

12. In case of performing procedures of general process, the procedures of submission of data incoming group of declarations on goods, customs body receiver performs:

forming and the direction in integration segment of the Commission of data from the declarations on goods containing data on goods, placed under customs procedure of export which country of destination is the third country, acceptance and processing of the notification on results of processing of data from the declaration on goods arriving from integration segment of the Commission;

forming and the direction in integration segment of the Commission of the changed data of the declarations on goods provided earlier to integration segment of the Commission, acceptance and processing of the notification on results of processing of the changed data from the declaration on goods arriving from integration segment of the Commission;

forming and the direction in integration segment of the Commission of information on cancellation of data of the declarations on goods provided earlier to integration segment of the Commission, acceptance and processing of the notification on results of information processing about cancellation of data from the declaration on goods.

Submission of data from declarations on goods, including the changed data of declarations on goods and information on cancellation of data of declarations on goods, is performed according to Regulations of information exchange between customs authorities and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries", the approved Decision of Board of the Eurasian economic commission ot18 December, 2018 No. 208 (further – Regulations of information exchange between customs authorities and the Commission).

The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries", to No. 208 approved by the Decision of Board of the Eurasian economic commission on December 18, 2018 (further – the Description of formats and structures of electronic documents and data).

In case of performing procedures of general process, the procedures of receipt of data of declarations incoming group on goods, customs body receiver perform acceptance and processing of data from declarations on goods, the Commission arriving from the third country in integration segment, containing data on the goods placed under customs procedure of export in the third country which country of destination is the state member which central customs authority is receiver of the specified data.

Receipt of data from the declaration on goods is performed according to Regulations of information exchange between customs authorities and the Commission.

The format and structure of the represented data shall match the Description of formats and structures of electronic documents and data.

14. The provided structure declaration of general process is provided in the figure 1.

15. The execution order of the procedures of general process grouped according to the destination including the disaggregated activity description, is given in the Section VIII of these rules.

16. For each group of procedures the general scheme showing communications between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – UnifiedModelingLanguage) and supplied with the text description.

4. Group of procedures of submission of data of the declaration on goods

17. Depending on type of the transferred data the following procedures of general process included in group of procedures of submission of data of declarations on goods are performed:

"Submission of data from the database of electronic copies of declarations on goods" (P.EE.02.PRC.001);

"Modification of the data provided earlier from the database of electronic copies of declarations on goods" (P.EE.02.PRC.002);

"Cancellation of the data provided earlier from the database of electronic copies of declarations on goods" (P.EE.02.PRC.003).

18. The provided description of group of procedures of submission of data of declarations on goods is provided in the figure 2.
