1. Approve the enclosed Rules of realization of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries".

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Rules of realization of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries"

I. General provisions

1. These rules are developed according to the following international treaties and acts incoming the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014 (further – the Agreement on the Union);

The agreement on the Customs code of the Eurasian Economic Union of April 11, 2017 (further – the Customs code of the Union);

The decision of Board of the Euroasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Euroasian economic commission of December 19, 2016 No. 169 "About approval of the Procedure for realization of general processes within the Eurasian Economic Union";

the international agreements signed with the third states, their integration associations and the international organizations, providing electronic information exchange of state members of the Union for the purpose of exchange of customs information (further respectively – the international agreements with the third party, state members).

2. These rules are the basis for accomplishment of process design and work planning on organizational technical supply of realization of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union for the purpose of exchange of customs information with the third countries" (further – general process).

3. Realization of general process is stipulated in Item 76-1 list of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of April 14, 2015 No. 29.

4. For the purposes of these rules concepts which mean the following are used:

"the database of customs information" – the database created at the national level within information system of customs authorities, containing the structured and disaggregated data from customs papers;

"specifications" – the document which development is provided within implementation of the international treaty with the third party and which determines technical requirements, including structure of services, electronic messages, data structure, structure and contents of the used reference books and qualifiers, and also procedure and the regulations of electronic information exchange between participants of such exchange;

"technological documents" – the documents included in the standard list of the technological documents regulating information exchange in case of realization of general process, the stipulated in Item 1 Decision of Board of the Eurasian economic commission of November 6, 2014 No. 200;

"the third country" – the state which is not the member of the Union or the international integration association of such states which are the parties of the international treaty of the Union providing exchange of customs information with state members;

"the central customs authority of state member" – the state body of state member authorized in the field of customs affairs.

Other concepts used in these rules are applied in the values defined by the Agreement on the Union, the Customs code of the Union and acts of bodies of the Union concerning creation and development of the integrated information system of the Union (further – the integrated system).

II. Purposes and tasks

5. The purposes of realization of general process are simplification of making of customs transactions, accelerations of release of goods and prevention of violations of the customs legislation and violations of regulatory legal acts in the field of customs regulation.
