About approval of the Procedure for carrying out calculations concerning construction of trunk gas pipelines and gas pipeline branches for gasification of rural settlements
In pursuance of article 109-1 of the Law of Ukraine "About the Government budget of Ukraine for 2004" the Cabinet of Ministers of Ukraine decides:
1. Approve the Procedure for carrying out calculations concerning construction of trunk gas pipelines and gas pipeline branches for gasification of rural settlements which is applied.
2. Agree with the offer of the Ministry of Fuel and Energy concerning the direction of means according to the budget program "Construction of Trunk Gas Pipelines and Gas Pipeline Branches for Gasification of Rural Settlements" through the Ministry of Fuel and Energy on construction of trunk gas pipelines and gas pipeline branches for gasification of rural settlements, having taken into account that part of means in the amount of 40 million hryvnias are already directed to gas pipeline construction Yalta - Foros - Sevastopol according to the order of the Cabinet of Ministers of Ukraine of August 25, 2004 N 596.
3. To provide to national joint stock company "Neftegaz of Ukraine", State Tax Administration until the end of the current year receipt in the general fund of the government budget of part of proceeds from sales of gas in 2000 which turned out as payment for transit of natural gas across the territory of Ukraine (code 24060100), in the amount of 160 million hryvnias.

This Procedure determines the mechanism of carrying out calculations concerning construction of trunk gas pipelines and gas pipeline branches for gasification of rural settlements.
The National Joint Stock Company Naftogaz of Ukraine performs repayment of the debt for 2000 on transfer in the Government budget of Ukraine of part of proceeds from sales of natural gas which turned out as payment for transit of natural gas the territory of Ukraine, by money transfer into the separate accounts opened by the Company according to the corresponding balance sheet accounts of the Chart of accounts of financial accounting of accomplishment state and local budgets. The specified accounts are opened in bodies of the State Treasury for place of registration of the taxpayer.
In line of the payment order "Purpose of payment" the mark "According to Procedure for Carrying Out Calculations concerning Construction of Trunk Gas Pipelines and Gas Pipeline Branches for Gasification of Rural Settlements" becomes.
Repayment date of debt is date of transfer of funds for the corresponding accounts opened in bodies of the State Treasury which provide to bodies of the State Tax Service information on transfer of such means as of the corresponding date of calculations.
The State Treasury in receipt borders in the government budget of the specified means, transfers them Ministry of Fuel and Energy into the separate account opened by the Ministry in the State Treasury according to the monthly schedule of assignments of the general fund of the government budget according to the appropriate budget program.
