About approval of the Instruction for application of Classification of inventories and resources of minerals of the state fund of subsoil to coalfields

According to article 7 of the Law of Ukraine "About the public geological service of Ukraine", the subitem 16 of item 4 of the Regulations on State commission of Ukraine on inventories of minerals approved by the resolution of the Cabinet of Ministers of Ukraine of 10.11.2000 of N 1689, and Item 7 of the Classification of inventories and resources of minerals of the state fund of subsoil approved by the resolution of the Cabinet of Ministers of Ukraine of 05.05.97 of N 432, for the purpose of establishment of single requirements to geological studying, geological economic evaluation of coalfields and conditions of determination of their readiness to industrial development I ORDER:

1. Approve the Instruction for application of Classification of inventories and resources of minerals of the state fund of subsoil to coalfields (further - the Instruction) which is attached.

2. The instruction becomes effective from 01.01.2005.

3. Recognize not applied in the territory of Ukraine the "Instruction for application of Classification of inventories to fields of coals and combustible slates" approved by the order of the State Commission on Mineral Reserves under Council of Ministers of the USSR 20.08. 82, in the part concerning coal.

4. To the head of department of economy of mineral raw materials of State commission of Ukraine of inventories of minerals Pizhuk I. P. to submit the Instruction on state registration to the Ministry of Justice of Ukraine and to provide after state registration replication and mailing in organizations and the organizations which perform planning, financing and accomplishment of exploration works, and also operational works on coalfields.

The instruction for application of Classification of inventories and resources of minerals of the state fund of subsoil to coalfields

1. Use industry

1.1. The instruction for application of Classification of inventories and resources of minerals of the state fund of subsoil to coalfields (further - the Instruction) establishes group of coalfields on geological and industrial types, complexity of geological structure, industrial value, technical and economic and geological studying, and also to study of coalfields and the accompanying minerals, stock counting and their readiness before industrial development, assessment of resources of coal within perspective sites.

1.2. Requirements of the Instruction are obligatory for accomplishment by the companies, organizations, the organizations of all patterns of ownership performing planning, financing and accomplishment of exploration works on investigation of coalfields, and also designing and construction of coal mines and cuts (the mining companies), operation of fields and stock accounting and coal resources.

The instruction is worked out according to such legislative and bylaws:

The code of Ukraine about subsoil.

Mountain law of Ukraine.

Land code of Ukraine.

Water code of Ukraine.

The classification of inventories and resources of minerals of the state fund of subsoil approved by the resolution of the Cabinet of Ministers of Ukraine of 05.05.97 of N432 (further - Classification of inventories).

Regulations on State commission of Ukraine on inventories useful minerals, approved by the resolution of the Cabinet of Ministers of Ukraine of 10.11.2000 of N1689.

The regulations on procedure for conducting state examination and assessment of inventories of minerals approved by the resolution of the Cabinet of Ministers of Ukraine of 22.12.94 of N865 (in edition of the resolution of the Cabinet of Ministers of Ukraine of 04.10.2000 N1512 (further - Regulations on procedure for state examination).

The procedure for the state accounting of fields, inventories and shows of minerals approved by the resolution of the Cabinet of Ministers of Ukraine of 31.01.95 of N75.

The instruction about content, registration and procedure for giving for consideration of State commission of Ukraine on inventories of minerals under the State committee of Ukraine on geology and use of subsoil of materials of geological economic evaluations of fields of metal and nonmetallic minerals approved by the order of State commission of Ukraine on inventories of minerals of 04.09.95 of N 35, registered in the Ministry of Justice of Ukraine 01.11.95 for N 394/930.

The regulations on stages of exploration works on solid minerals approved by Geolkom's order of Ukraine of 15.02.2000 of N 19, registered in the Ministry of Justice of Ukraine 02.03.2000 for N124/4345 (further - Regulations on stages of exploration works).

The instruction for application of classification of inventories to fields of coals and combustible slates approved by the State Commission on Mineral Reserves under Council of Ministers of the USSR 20.08.82.

The conditions of use of these geophysical surveys of wells in case of calculation of explored reserves of coals approved by the State Commission on Mineral Reserves under Council of Ministers of the USSR 31.12.80.

3. General information

3.1. Fossil coal - solid combustible mineral of sedimentary origin. Are its part: organic substance, mineral substances (conditional it is no more than 60% of dry weight) and moisture. Substantially fossil coal is provided by gumolita which organic substance was formed as a result of biochemical and physical changes of the died-off higher plants. Sapropelityprodukta of transformation of the lowest plants, and also saprogumolityperekhodny kinds of coal, have limited distribution, forming layers in layers of gumolit, is rare - independent layers and deposits.

Depending on initial organic substance, nature and extent of its transformation, content and composition of mineral substances fossil coal is provided by versions which significantly differ on chemical composition, physical and technological properties. With increase in extent of carbonification (metamorphism) in elementary composition of organic substance of coal carbon content (from 63 to 95%) accrues and respectively content of hydrogen, oxygen and nitrogen decreases. Color of coal changes from brown to intensively black, gloss from opaque to diamond, hardness on Moos's scale - from 1 to 5, specific weight - from 0,92 to 1,7 of / cubic cm; considerably the hardness, fragility, electric conductance, thermal firmness and other physical properties change. At average stages of carbonification coal acquires property of agglomeration - to pass when heating without access of air to plastic condition and to form porous semicoke or coke. The specific heat of combustion of coal on bomb in daf transfer to dry ashless remaining balance (Q) - 25-37 MDzh/kg s r (6000-8800 kcal/kg), in transfer to working fuel (Q) 8-29 i MDzh/kg (1900-6900 kcal/kg).

3.2. Differentiate three main natural kinds of fossil coal: brown, stone and anthracite, forming continuous genetic row on extent of carbonification of organic substance.

3.3. For industrial classification of coal use average value of reflection of vitrinite (R, %), exit of volatiles (V, %) o daf and indicators characterizing them the main technological properties:

for brown coal - mass fraction of the maximum moisture capacity on af daf ashless remaining balance (W, %), polukoksirovaniye pitch exit (T, %) and max sK daf the highest heat of combustion on on dry ashless remaining balance (Q, MDzh/kg); S

for stone - thickness of plastic layer (Y) of mm;

for vysokometamorfizirovanny coal - the highest warmth of daf of combustion on dry ashless remaining balance (Q, MDzh/kg), indicator S cakings of the RI index;

for anthracite - the highest heat of combustion on dry ashless daf remaining balance (Q, MDzh/kg). S daf

Fossil coal according to GSTU 3472 on values R, V o is divided into nine brands: brown (B), dlinnolamenny (Д), two-flame gas (TFG), gas (), fat, coke (To), postnovaty cemented (PC), fast (П) and anthracite (A).

3.4. The main direction of industrial use of coal is energy - burning in layered and torch furnaces. In considerable amounts the cemented coal is used for receipt of metallurgical coke, in more limited amount - for polukoksirovaniye and gasification. During the coking and polukoksirovaniye coal liquid and gaseous products of disintegration of the organic substance which is valuable chemical raw materials are formed. Along with increase in traditional energy consumption of coal its use for receipt of synthetic gaseous and liquid fuel, plastic masses, various chemical goods, brown-coal wax, high-carbohydrate constructional and carbon and graphite materials, high-nitrogen humic fertilizers grows. Use of ashes from combustion of coal, waste of its production and enrichment grows in production of construction materials; obtaining from this waste of alumina, deoxidants, ceramic, fire-resistant and abrasive materials is perspective.

Processes of its preparation - sorting, enrichment for the purpose of increase in content of organic weight in it precede industrial use of coal, briquetting of friable and loose versions, dehumidification for removal of excessive moisture.
