RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About approval of the Regulations on procedure for forming of reserve of managerial personnel from among finalists of Republican tender on selection of perspective managerial personnel "Tarakkiyot"

In pursuance of the resolution of the President of the Republic of Uzbekistan of May 30, 2018 No. PP-3755 "About measures for creation of modern system of selection on competitive basis of perspective managerial personnel", for the purpose of effective use of potential of perspective managerial personnel and forming of personnel reserve of bodies of the public and economic board, public authorities on places and other Cabinet of Ministers state bodies decides:

1. Approve Regulations on procedure for forming of reserve of managerial personnel from among finalists of Republican tender on selection of perspective managerial personnel "Tarakkiyot" according to appendix.

2. Determine that:

bodies of the public and economic board, public authorities on places (further - the state organizations) provide inclusion in personnel reserve at least three finalists of tender and their first-priority employment on executive positions vacant, as a rule, in central office and structural divisions of the relevant state organization;

in case of employment in the state organizations the allowance in the amount of 10 percent of official pay rate at the expense of means of the relevant state organization within the first 12 months from the date of employment is paid to finalists of Republican tender on selection of perspective managerial personnel "Tarakkiyot" (further - tender).

3. To the ministry of employment and employment relationships, the Ministry of innovative development of the Republic of Uzbekistan, Academy of public administration in case of the President of the Republic of Uzbekistan to organize implementation of permanent monitoring of employment and professional promotion of finalists of tender in the state organizations.

4. To impose control of execution of this resolution on the minister of employment and employment relationships of the Republic of Uzbekistan Sh. D. Kudbiyev and the minister of innovative development of the Republic of Uzbekistan I. Yu. Abdurakhmonov.

Regulations on procedure for forming of reserve of managerial personnel from among finalists of Republican tender on selection of perspective managerial personnel "Tarakkiyot"

Chapter 1. General provisions

1. This Provision determines procedure for forming by bodies of the public and economic board, public authorities on places (further - the state organizations) reserve of managerial personnel (further - personnel reserve) from among finalists of Republican tender by selection of perspective managerial personnel "Tarakkiyot" (further - tender).

2. Finalists of tender are subject to transfer in personnel reserve of the state organization without passing of the procedures of selection to personnel reserve provided for other categories of citizens (workers) and have the right to out-of-competition acceptance (appointment) to the executive position of managerial personnel vacant, as a rule, corresponding to spheres of nominating in tender.

3. Stay of the finalist of tender in personnel reserve of the state organization cannot exceed three years from the date of placement by the Republican commission on the organization of carrying out republican tender for selection of perspective managerial personnel "Tarakkiyot" (further - the Republican commission) results of tender on the special taraqqiyot-tanlov.uz website.

4. If the finalist of tender is enlisted in personnel reserve of the state organization in which he already holds any position, it has the privilege to increase in position in case of discovery of vacancy, the respective sphere of its nominating.

5. The finalist of tender at the same time can consist in personnel reserve no more than in two state organizations, including the organization with which it consists in employment relationships.

6. The allowance in the amount of 10 percent to official pay rate at the expense of means of the relevant state organizations within the first 12 months from the date of employment is paid to finalists of tender in case of employment in the state organizations.

Chapter 2. Transfer in personnel reserve

7. The list of positions of the state organization to which the personnel reserve with participation of finalists of tender is created is determined by personnel service of the state organization annually no later than December 1 separately by positions:

heads (deputy managers) of the state organization;

heads (deputy managers) of structural divisions of the state organization;

heads (deputy managers) of territorial subdivisions;

chiefs (deputy chiefs) of head departments, managements, departments, sectors and chief specialists of central office of the state organization.

The list of positions of the state organization to which the personnel reserve is created is subject to publication on the official website of the state organization, except cases if the mode of its functioning provides other.

8. State organization:

on the basis of the data of the Republican commission posted on the special taraqqiyot-tanlov.uz website creates the personal list of finalists of tender for transfer in personnel reserve on replacement in this organization of positions, stipulated in Item the 7th this provision;

in writing sends to finalists the personal offer (offer) on transfer to personnel reserve on replacement of positions, stipulated in Item the 7th this provision, or with the corresponding vacancies the offer on employment (employment) with indication of the offered positions and main terms of the employment contract on each position.

9. After receipt of written consent of the finalist of tender to transfer in personnel reserve the state organization issues the administrative act (order) on inclusion of this person in structure of personnel reserve and sends the copy of this act to the finalist of tender.

In case of the consent of the finalist of tender to employment to vacant position in the state organization the employment contract in accordance with the established procedure is signed with it within three working days.

The written consent or refusal of the finalist of tender of the offer on transfer to personnel reserve and (or) employment for vacant post can be sent to the address of the state organization electronically.

Lack of written consent of the finalist of tender to transfer in personnel reserve and (or) on employment for vacant post within two months after the direction in its address of the personal offer (offer) is considered as refusal of the offer.

Chapter 3. Stay in personnel reserve

10. Direct work with persons from among the finalists of tender enlisted in personnel reserve is performed by personnel service of the state organization.
