About cooperation in the field of the higher education

The government of the Republic of Uzbekistan and the Government of the Kyrgyz Republic which further are referred to as with the Parties

based on rules of international law and national legal system of two countries,

proceeding from aspiration to deepening of cooperation in the field of education,

believing that the cooperation in the field of the higher education will promote improvement of mutual understanding between the people,

agreed as follows:

Article 1

The parties perform cooperation in the following directions:

exchange of information about education system and the reforms of the states of the Parties undertaken in the educational sphere;

exchange of students, pedagogical and scientific pedagogical workers;

exchange of regulatory legal acts concerning education;

expansion and deepening of cooperation between educational institutions of the states of the Parties at all levels.

Article 2

The parties develop cooperation in the field of preparation, retraining and advanced training of teachers and specialists, research and educational personnel, and also carrying out joint scientific research for which realization the Parties can sign direct contracts between the interested organizations of the states of the Parties.

Article 3

The parties encourage mutual exchange of students, teachers and researchers, educational and scientific delegations for the purpose of strengthening and further development of bilateral cooperation in the directions of science and education which are of mutual interest.

Article 4

Each Party will aim to create the conditions allowing citizens of the state of other Party to get acquainted with its language, culture, national history, literature, geography, customs and traditions.

Article 5

The parties appoint the following executive bodies responsible for implementation of this agreement:

on behalf of the Government of the Republic of Uzbekistan - the Ministry of the higher and secondary and vocational education of the Republic of Uzbekistan;

on behalf of the Government of the Kyrgyz Republic - the Ministry of Education and Science of the Kyrgyz Republic.

Article 6

Financial and other conditions of training and exchange will be determined by negotiations, exchange of official letters or way of development and signing of separate protocols which will be integral part of this agreement.

Article 7

The parties will promote exchange of information and carrying out consultations concerning recognition of documents of the states of the Parties on education.

Article 8

This agreement does not affect the rights and obligations of the Parties following from other international treaties which participants they are.

Article 9

By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are integral parts of this agreement can be made to this agreement and becomes effective according to the procedure, stipulated in Article the 12th this agreement.

Article 10

The implementation of actions, provided by this agreement, will be performed according to national legal systems of the states of the Parties.

Article 11

Disagreements in interpretation or application of provisions of this agreement are permitted by carrying out consultations or negotiations between the Parties.

Article 12

This agreement becomes effective from the date of its signing and is effective within five years. After the specified term action of this agreement automatically is prolonged for the subsequent five-year periods if any of the Parties does not notify in writing through diplomatic channels other Party about the intention to terminate this agreement in three months prior to date of completion of the next five-year period.

It is made in the city of Bishkek on September 5, 2017 in duplicate, everyone in the Uzbek, Kyrgyz and Russian languages, and all texts have equal force.

In case, emergence of disagreements in case of interpretation of provisions of this agreement, the Parties will address to the text in Russian.
