According to requirements of the Law of Ukraine "About power industry" concerning preserving integrity and ensuring reliable and effective functioning of the Integrated power system of Ukraine and for the purpose of determination of relations of subjects of power industry and consumers in the course of development and use of system antiemergency automatic equipment of prevention and liquidation of dangerous decrease in frequency in power supply systems

I ORDER:

1. Approve Rules of use of system antiemergency automatic equipment of prevention and liquidation of dangerous decrease or increase in frequency in power supply systems which are applied.

2. (Ulitich) to provide to department of power industry provision on state registration in the Ministry of Justice of Ukraine of the order "About Approval of Rules of Use of System Antiemergency Automatic Equipment of Prevention and Liquidation of Dangerous Decrease in Frequency in Power Supply Systems".

3. To impose control of execution of this order on the deputy minister Cech S. M.

Rules of use of system antiemergency automatic equipment of prevention and liquidation of dangerous decrease or increase in frequency in power supply systems

І. Scope of application

1.1. These rules determine requirements to the organization and use of devices of automatic restriction of decrease in frequency of electric current and automatic restriction of increase in frequency in case of emergency deficit or excess of active capacity in power supply systems and the Integrated power system of Ukraine.

1.2. These rules determine interaction of the state company "The national energy company "Ukrenergo" (further GP "NEK "Ukrenergo"), its structural divisions (electric utility systems), subjects of power industry which perform production, transfer and the delivery of electrical energy (which are power generating and the electrotransferring companies), and consumers of electrical energy (further - consumers) during development and use of systems of automatic restriction of decrease in frequency of electric current and system of automatic restriction of increase in frequency.

1.3. These rules determine procedure for participation of consumers and power plants (blocks of power plants) in automatic restriction of decrease or increase in frequency in power supply system by connection of their accessions to devices of automatic frequency unloading, automatic frequency introduction of reserve, frequency automatic repeated inclusion, frequency dividing automatic equipment of power plants and devices of automatic restriction of increase in frequency.

1.4. These rules are obligatory for all subjects of power industry, consumers and the project organizations irrespective of pattern of ownership.

3.1. In these rules terms are used in such values:
