About enhancement of activities of the National center of the Republic of Uzbekistan for human rights

In recent years in the country complex measures for ensuring accomplishment of the international obligations of the Republic of Uzbekistan in the field of human rights are taken.

Efficient mechanisms of monitoring of observance of the rights and freedoms of citizens are developed, consecutive steps on development of cooperation with the international and regional structures in the sphere of human rights protection are realized.

At the same time the large-scale reforms undertaken in the country cause need of further enhancement of mechanisms of providing the rights and freedoms of citizens, effective realization of the international standards and standards for the sphere of human rights protection.

For the purpose of increase in efficiency of activities of the National center of the Republic of Uzbekistan for human rights, creation of efficient system of accomplishment of the international obligations of the Republic of Uzbekistan in the field of human rights, and also according to tasks of Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Determine that:

The national center of the Republic of Uzbekistan on human rights (further - the Center) is the state body providing interaction of state bodies and other organizations for accomplishment of the international obligations of the Republic of Uzbekistan, preparation of national reports in the field of human rights, cooperation increase with the international organizations for human rights protection;

The center performs the powers independently and irrespective of all state bodies and the organizations, their officials;

The center annually represents to the President of the Republic of Uzbekistan, chambers of Oliy Majlis of the Republic of Uzbekistan, the Cabinet of Ministers of the Republic of Uzbekistan information on condition of observance of the international obligations of the Republic of Uzbekistan in the field of human rights;

The center promotes activities of state bodies, institutes of civil society, educational, research and other organizations for accomplishment of the international obligations of the Republic of Uzbekistan in the field of human rights;

The center is financed by means of the Government budget of the Republic of Uzbekistan, grants of the international organizations and other institutes, the foreign organizations and other means which are not forbidden by the legislation.

2. Determine the main objectives of the Center:

assistance of effective realization of state policy in the field of human rights, activities of state bodies for accomplishment of the international obligations of the Republic of Uzbekistan in this sphere;

studying, analysis and generalization of condition of observance of human rights and freedoms, implementation of monitoring of accomplishment of recommendations of the international and regional structures about human rights protection;

preparation of national reports on observance and human rights protection in the Republic of Uzbekistan, development of the national plans of action ("road maps") for implementation of recommendations of the international and regional structures about human rights protection;

preparation of suggestions for improvement of regulatory legal acts, to ensuring implementation in the national legal system and law-enforcement practice of international treaties of the Republic of Uzbekistan in the field of human rights;

rendering advisory functions and practical assistance to state bodies, institutes of civil society and to other organizations for protection and realization of human rights;

assistance to legal education of the population in the field of human rights, the organization and carrying out scientific research for respect for human rights, and also implementation of publishing activities;

implementation of cooperation with the international and regional organizations and structures, national institutes of foreign countries in the field of human rights;

systematization of the scientific legal base in the field of human rights, providing the permanent edition of educational, scientific and methodical and popular editions, and also collections of international treaties in state language;

maintaining chronology of the reforms undertaken in the field of ensuring human rights, creation of ample opportunities to citizens and scientific researchers for use of the systematized scientific and legal sources on human rights.

3. Determine one of the most important activities of state bodies, including courts and law-enforcement structures in the sphere of human rights protection active and direct participation, interdepartmental interaction in accomplishment of international treaties of the Republic of Uzbekistan in the field of human rights.

4. To the ministries, departments, other state bodies involved in accomplishment of the international obligations of the Republic of Uzbekistan in the field of human rights to determine structures and the officials responsible for permanent interaction with the Center, provision by its request of the relevant information and statistical data in the field of human rights.

5. Recommend to Legislative house and the Senate of the Oliy Majlis of the Republic of Uzbekistan:

carry out in the committees and the commissions of discussion of drafts of national reports on accomplishment of the international obligations of the Republic of Uzbekistan in the field of human rights;

hear, in need cases, consideration results in authorized and treaty bodies of the United Nations of national reports on accomplishment of the international obligations of the Republic of Uzbekistan in the field of human rights;

approve the national plans of action ("road maps") for implementation of recommendations of the international and regional structures for human rights protection.

Enter procedure according to which drafts of the laws concerning observance and restriction of the rights and freedoms of citizens are subject to obligatory coordination with the Center.

6. To the center together with the Ministry of Foreign Affairs of the Republic of Uzbekistan to develop package of measures for development of international cooperation of the Center providing the conclusion with national institutes on human rights of foreign countries and other organizations of memorandums, agreements on mutual understanding and cooperation, implementation of joint programs and projects, and also regular participation in the international forums concerning human rights.
