I. General provisions

1. This Procedure determines rules of carrying out by the Ministry of Agriculture of the Russian Federation (further - the Ministry) selection of the investment projects directed to creation and (or) upgrade of objects of agro-industrial complex, the requirement to objects of agro-industrial complex (further respectively - investment projects, Selection, objects) according to the Rules of provision and distribution of other interbudget transfers from the federal budget to budgets of subjects of the Russian Federation on compensation of part of the direct incured costs on creation and (or) upgrade of objects of agro-industrial complex approved by the order of the Government of the Russian Federation of November 24, 2018 No. 1413 (the official Internet portal of legal information www.pravo.gov.ru, on November 27, 2018, No. 0001201811270035) (further - Rules).

2. Selection is performed within the budgetary appropriations of the federal budget provided by the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations brought to the Ministry as the receiver of funds of the federal budget for the purposes specified in Item 3 of Rules.

4. Objects shall conform to the requirements given in appendix No. 1 to this Procedure.

5. Separate stages (queues) of construction confirmed with the conclusion of state examination on the project documentation and (or) the construction license, and also permission to input of object, separate stage (queue) in operation can be provided in the project documentation on object.

II. Organization of selection

6. The ministry posts on the official site the Ministries on the Internet (further - the website) the notification on carrying out Selection (further - the notification), and also sends it on paper to the Executive body of the subject of the Russian Federation or body authorized by the supreme executive body of the government of the subject of the Russian Federation on interaction with the Ministry (further - Executive body).

The notification shall contain, including, start and end dates of acceptance of application documentation on the investment project (further - application documentation).

7. For participation in Selection the Executive body sends the application documentation including to the Ministry:

7.1. the application for participation in Selection (further - the request) which is drawn up on the form of Executive body. The recommended sample of the request is given in appendix No. 2 to this Procedure;

7.2. the statement from the law of the subject of the Russian Federation on the budget of the subject of the Russian Federation and (or) the statement from summary budget list of the budget of the subject of the Russian Federation with indication of amount of the budgetary appropriations provided on the purposes specified in Item 3 of Rules;

7.3. the copy of regulatory legal act of the subject of the Russian Federation providing procedure and conditions of provision of funds for compensation of part of the direct incured costs from the budget of the subject of the Russian Federation for the directions specified in Item 3 of Rules;

7.4. the certificate of Executive body of the applied designs, processing equipment and materials of national production prepared according to the design estimates - concerning hothouse complexes for production of vegetables in the protected soil;

7.5. information on object compliance to requirements to the objects given in appendix No. 1 to this Procedure with appendix of the proving materials. The recommended sample of information on object compliance to requirements is given in appendix No. 3 to this Procedure;

7.6. the certificate of Executive body of confirmation of the actual amount of the incured costs according to the investment project based on the source documents submitted to Executive body, corresponding to summary estimate calculation of project cost (stage, queue) and (or) to the specified estimate calculation;
