About measures for phased transition on obligatory year training of children for primary education

For the purpose of further enhancement of system of preschool education, forming of healthy, active, full-fledged, socially adapted identity of the child, and also premises to further successful educational performance and high-quality training of children for primary education the Cabinet of Ministers decides:

1. Agree with the offer of the Ministry of preschool education of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of the Fergana region and city of Tashkent on realization from 2018-2019 academic years of pilot project on implementation of obligatory free year training of children for primary education in areas (cities) of the Republic of Karakalpakstan, the Fergana region and the city of Tashkent according to the list according to appendix No. 1.

2. Determine the main objectives of the Ministry of preschool education of the Republic of Uzbekistan in realization of pilot project by implementation of obligatory year training of children for primary education (further - pilot project):

forming of groups of obligatory free year training of children from among the children who are not covered by preschool education (further - groups of training of children);

implementation in teaching and educational process of groups of training of children of modern innovative pedagogical technologies, effective forms and training methods and education;

providing groups of training of children with the educational and methodical, didactic materials, the developing games and toys, the fiction reflecting national cultural historical values and cultivating interest in reading books since the childhood;

creation of conditions for all-round intellectual, moral, esthetic and physical development of the children who are not covered by preschool education according to the state requirements, taking into account the best foreign practices;

strengthening of material and technical resources of the state and non-state preschool educational institutions, the legal entities who are engaged in provision of non-state educational services in the field of preschool education.

3. Determine that:

2018-2019 academic year for groups of obligatory preparation begin since December 10, 2018 and comes to an end on August 10, 2019;

preparatory groups of complete day, incomplete day (at least 15 hours a week) based on the state and non-state preschool educational institutions, the legal entities rendering non-state educational services in the field of preschool education reckon had training for primary education with the organization of educational and educational process and are exempted from obligatory free year training of children for primary education;

to the children who had obligatory year training for primary education based on state and non-state preschool educational institutions, the legal entities rendering non-state educational services in the field of preschool education the certificate of the state sample on passing of obligatory year preparation for primary education is issued;

the procedure for issue of the certificate on passing of obligatory year preparation for primary education is determined by the Ministry of preschool education of the Republic of Uzbekistan.

4. Assign providing to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of the Fergana region and city of Tashkent, the Ministry of preschool education of the Republic of Uzbekistan:

a) preparation of rooms for groups of training of children, if necessary with introduction of offers on construction new or capital repairs of the existing buildings, rooms, installations of separate devices of measurement and accounting of amount of water and the electric power;

b) in week time:

approval of lists of groups of training of children;

equipment of rooms educational and methodical, didactic materials, fiction, the developing games and toys.

5. Approve:

Regulations on procedure for the organization of activities of pilot groups of obligatory free year training of children for primary education according to appendix No. 2;

approximate standard rates of equipment by material and technical resources and educational and didactic material of group of obligatory year training of children for primary education according to appendix No. 3;

the state sample of the certificate on passing of obligatory year training of children for primary education according to appendix No. 4.

6. In week time to provide to the ministry of preschool education of the Republic of Uzbekistan groups of training of children with qualified pedagogical personnel.

7. The state inspectorate for supervision of quality of education under the Cabinet of Ministers of the Republic of Uzbekistan together with the Ministry of preschool education of the Republic of Uzbekistan to exercise quality control of educational and educational process and monitoring of the organization of activities of groups of obligatory training of children based on the state and non-state preschool educational institutions, the legal entities who are engaged in rendering non-state educational services in the field of preschool education.

8. To the ministry of national education, the Ministry of preschool education of the Republic of Uzbekistan together with other interested ministries and departments in two-month time to develop offers on procedure for acceptance of children in initial classes of comprehensive schools for 2019-2020 academic year in areas (cities) of implementation of pilot project of the Republic of Karakalpakstan, the Fergana region and the city of Tashkent in the presence at children of the certificate of the state sample on passing of obligatory year preparation for primary education.

9. To the Ministry of Finance of the Republic of Uzbekistan:

when forming annual parameters of expenses of the Government budget of the Republic of Uzbekistan to provide necessary funds for implementation of actions within this resolution;

make necessary changes to parameters of expenses of the Government budget of the Republic of Uzbekistan for 2018, proceeding from the entered established posts and equipment of groups of obligatory training of children.

10. Provide to the national production association "Davlat of Belgisa" with the necessary number of forms of certificates on the basis of requests of the Ministry of preschool education in coordination with the Ministry of Finance of the Republic of Uzbekistan.

11. To the ministry of preschool education of the Republic of Uzbekistan by results of implementation of pilot project till September 1, 2019 to carry out the analysis and to make offers in the Cabinet of Ministers of the Republic of Uzbekistan on implementation of single system of obligatory free year training of children for primary education.

12. To the ministry of preschool education of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
