About approval of General provisions of safety in case of burial of radioactive waste

According to articles 8 and 24 of the Law of Ukraine "About use of nuclear energy and radiation safety", and for the purpose of enhancement of regulations and rules on regulation of nuclear and radiation safety I ORDER to the subitem 7 of item 4 of the Regulations on the State inspection of the nuclear regulation of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 363, within harmonization of the legislation of Ukraine with the legislation of the EU with reference levels of safety of Association of the Western European regulating authorities (WENRA) and recommendations of IAEA:

1. Approve General provisions of safety in case of burial of radioactive waste which is applied.

2. Declare invalid the order of the State committee of nuclear regulation of Ukraine of May 29, 2007 No. 81 "About approval of General provisions of safety of burial of radioactive waste in geological storages", registered in the Ministry of Justice of Ukraine on June 11, 2007 for No. 605/13872.

3. To management to ensure safety of the address with Russian joint stock company (N.V.'s Fishing) submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

4. This order becomes effective from the date of its official publication.

General provisions of safety in case of burial of radioactive waste

I. General provisions

1. These General provisions establish the purposes, criteria, the principles and the main requirements of ensuring nuclear and radiation safety in case of burial of radioactive waste directed to protection of personnel, the population and the surrounding environment against harmful effects of radioactive waste in case of operation, closing of storages for burial of radioactive waste and for the long-term period after their closing.

2. These General provisions are obligatory for the operating organization (operator) of storage for burial of radioactive waste (further - the operator) and other subjects of activities in the field of use of nuclear energy during implementation of the activities connected with transfer of radioactive waste on burial.

3. Entry into force of these General provisions does not involve cancellation or changes of effective period of the licenses and other documents of allowing nature issued to Gosatomregulirovaniya.

4. Amounts and terms of implementation of these General provisions concerning storages which are under construction, operated, closed and not completely meet the requirements of these General provisions of effective date in force, are proved by the operator and are approved by Gosatomregulirovaniya.

Concerning storages which construction projects on the date of entry into force of these General provisions were not approved in accordance with the established procedure requirements of these General provisions are applied in full.

5. These General provisions are recommended for application in work by the design and project organizations, the organizations of scientific and technical support, the construction, mounting, repair, adjustment organizations, the companies for production and delivery of the systems and the equipment important for safety of storages.

6. In these General provisions of abbreviation are used in such values:

OAB - the report on the analysis of safety;

The NPA - the regulatory legal act;

SMALLPOX - features, events, processes;

Russian joint stock company - radioactive waste;

YaRB - nuclear and radiation safety.

7. In these General provisions terms are used in such values:

administrative control - activities which are performed after closing of storage for the purpose of confirmation of level of safety of system of burial of Russian joint stock company and prevention of inadvertent invasion;

activities for burial of Russian joint stock company - the activities connected with the choice of the platform, designing, construction, operation, closing of storage for burial of Russian joint stock company and all objects which are placed on the platform of storage and technologically are connected with it, and also activities for carrying out administrative control after closing of storage;

engineering barrier - the artificial obstacle provided in the construction project and/or closings of storage, intended for prevention of distribution of ionizing radiation and/or radioactive materials out of its limits and/or for ensuring protection of Russian joint stock company against external impacts;

storage for burial of Russian joint stock company (storage) - the construction or the complex of constructions intended for burial of Russian joint stock company, including engineering and natural barriers which interfere with migration of radionuclides, the systems and the equipment necessary for operation, closing of storage or administrative control after its closing;
