1. Approve enclosed:

Regulations on features of regulation of the relations in the sphere of power industry in the attached territories of the Western and Central districts of electric utility system of the Republic of Sakha (Yakutia) to Power pool system of Russia;

changes which are made to acts of the Government of the Russian Federation.

2. And System Operator of the Unified Energy System of Russia to provide to the Ministry of Energy of the Russian Federation together with Market Council on ensuring functioning of the wholesale market of electrical energy (capacity):

holding actions for assignment of the status of the subject of the wholesale market, the participant of the address of electrical energy and (or) capacity in the wholesale market to the suppliers and buyers of electrical energy (including the guaranteeing suppliers - Yakutskenergo public joint stock company and Vilyuysk GES-3 joint-stock company) functioning in the territories of the Western and Central districts of electric utility system of the Republic of Sakha (Yakutia) taking into account inclusion of the specified areas in structure of the territories which are united in not price zone of the wholesale market of electrical energy and capacity of the Far East since January 1, 2019;

carrying out till December 30, 2018 the test biddings by electrical energy for suppliers and buyers of electrical energy in the territories of the Western and Central districts of electric utility system of the Republic of Sakha (Yakutia) by the Rules of the wholesale market of electrical energy and capacity approved by the order of the Government of the Russian Federation of December 27, 2010 No. 1172 "About approval of Rules of the wholesale market of electrical energy and capacity and about introduction of amendments to some acts of the Government of the Russian Federation concerning the organization of functioning of the wholesale market of electrical energy and capacity" for the participants of the wholesale market of electrical energy and capacity functioning in not price zones without implementation of financial calculations by results of such biddings for the purpose of approbation necessary for participation in trade in electrical energy in the wholesale market of electrical energy and capacity of settlement systems and information exchange;

test determination till December 30, 2018 of readiness for development of electrical energy of the generating equipment of the power plants functioning in the territories of the Western and Central districts of electric utility system of the Republic of Sakha (Yakutia) and the corresponding amount of actually delivered capacity.

3. To Federal Antimonopoly Service and executive body of the Republic of Sakha (Yakutia) in the field of state regulation of the prices (rates) when forming the composite balance estimation of production and deliveries of electrical energy (capacity) within Power pool system of Russia on subjects of the Russian Federation for 2019 and in case of establishment of regulated prices (rates) for electrical energy (capacity) and (or) their limiting (minimum and (or) maximum) levels on wholesale and the retail markets of electrical energy (capacity), regulated prices (rates) for the services rendered on wholesale and the retail markets of electrical energy (capacity) and (or) their limiting (minimum and (or) maximum) levels for 2019 to consider inclusion since January 1, 2019. The western and Central districts of electric utility system of the Republic of Sakha (Yakutia) in structure of the territories, which are united in not price zone of the wholesale market of electrical energy and capacity of the Far East.
