About structure and format of the preliminary information about the goods assumed to import to customs area of the Eurasian Economic Union by water transport

According to Item 17 of Article 11 of the Customs code of the Eurasian Economic Union the Board of the Eurasian economic commission solved:

1. Approve the enclosed structure and format of the preliminary information about the goods assumed to import to customs area of the Eurasian Economic Union by water transport.

2. This Decision becomes effective since July 1, 2019.

Structure and format of the preliminary information about the goods assumed to import to customs area of the Eurasian Economic Union by water transport

1. This document determines structure and format of the preliminary information about the goods assumed to import to customs area of the Eurasian Economic Union by water transport (further – the preliminary information about the goods imported by water transport).

2. The preliminary information about the goods imported by water transport presented in the form of the electronic document is signed by the digital signature (digital signature) according to the legislation of state member of the Eurasian Economic Union to which customs authority it is represented.

3. The concepts used hereunder are applied in the values defined by the international treaties and acts constituting the right of the Eurasian Economic Union.

The reducings used hereunder mean the following:

"XML" – the extensible markup language recommended by Consortium of the World wide web (W3C);

"state member" – the state which is the member of the Eurasian Economic Union;

"CN FEA EEU" – the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union.

4. The preliminary information about the goods imported by water transport is created according to the structure determined by the this document (further – structure of the preliminary information about the goods imported by water transport), in XML format taking into account requirements of the following standards:

"Extensible Markup Language (XML) 1.0 (Fouth Edition)" – is published on the Internet to the address: http://www.w3.org/TR/REC-xml;

"Namespacesin XML" – is published on the Internet to the address: http://www.w3.org/TR/REC-xml-names;

"XML SchemaPart 1: Structures" and "XML SchemaPart 2: Datatypes" – are published on the Internet to addresses: http://www.w3.org/TR/xmlschema-1/ and http://www.w3.org/TR/xmlschema-2/.

5. The structure of the preliminary information about the goods imported by water transport is developed on the basis of use of model of data of the Eurasian Economic Union (further – model of data) and is described in tabular form with indication of:

a) general information about structure of the preliminary information about the goods imported by water transport;

b) the imported namespaces (namespaces which possess the objects of model of data used in case of development of structure of the preliminary information about the goods imported by water transport);

c) rekvizitny structure of structure of the preliminary information about the goods imported by water transport (taking into account hierarchy levels up to simple (atomic) details);

d) data on objects of model of data of basic level and level of subject domain "Customs administration":

– about basic types of the data used in structure of the preliminary information about the goods imported by water transport;

– about general simple types of the data used in structure of the preliminary information about the goods imported by water transport;
