About the Program of the Government of the Kyrgyz Republic for mental health care of the population of the Kyrgyz Republic for 2018-2030
For the purpose of mental health care of the population, within the Program of the Government of the Kyrgyz Republic "Zhanna expensively kyrk to codes", the Kyrgyz Republic approved by the Resolution of Jogorku Kenesh of August 25, 2017 No. 1836-VI, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:
1. Approve:
- The program of the Government of the Kyrgyz Republic for mental health care of the population of the Kyrgyz Republic for 2018-2030 according to appendix 1;
2. To the ministries, state committees, administrative departments:
- take measures for execution of the Actions plan;
- following the results of every half-year, no later than the 10th following the accounting period to provide information on the course of accomplishment of the Actions plan in the Ministry of Health of the Kyrgyz Republic.
3. To the Ministry of Health of the Kyrgyz Republic following the results of every half-year, no later than the 25th following the accounting period to provide in Government office of the Kyrgyz Republic information on the course of accomplishment of the Actions plan.
4. To impose control of execution of this Resolution on department of social development of Government office of the Kyrgyz Republic.
5. This Resolution becomes effective from the date of official publication.

During the period from 2001 to 2010 in the Kyrgyz Republic consistent state policy on change of system of assistance to persons with mental disturbances, to creation of single security service of mental health, and also change of the attitude of society towards mental health and mentally sick was pursued.
Were determined by the key directions of the National program "Mental Health of the Population of the Kyrgyz Republic for 2001-2010" approved by the Order of the Government of the Kyrgyz Republic of July 13, 2001 No. 344,:
- restructuring of the organizations of mental and narcological health service by merge, creations of single service of mental health;
- creation of the republican center of mental health;
- involvement of doctors of primary health care, family doctors in activities of service of mental health;
- enhancement of system of training of specialists on mental health;
- expansion of network of day hospitals;
- creation of crisis hospitals in district and city hospitals;
- development of alternative forms of the help to mentally sick;
- strengthening of legal protection and social support of mentally sick.
The National program of reforming of health care of the Kyrgyz Republic "Dan Sooluk" for 2012-2018 approved by the Order of the Government of the Kyrgyz Republic of May 24, 2012 No. 309, also included the actions providing development of the program of mental health care.

- respect for human rights;

- approach to medico-social requirements at all stages of lifecycle of development of the person;
- multisectoral approach in the field of mental health care of the population of the Kyrgyz Republic;
- elimination of inequality and injustice;
- providing the rights and opportunities of persons with mental disturbances and limited opportunities.
Main priority directions of the Program:
- effective leadership and improvement of controling mechanisms in the field of mental health care;
- rendering the high-quality, complex, integrated and adequately reacting to changes medical and sanitary and public assistance at the local level, taking into account evidence-based approaches;
- strengthening of mental health and prevention in the field of mental health;
- strengthening of information system and researches in the field of mental health.

The program implementation will be enabled in three stages.
Terms of realization of the first stage: 2018-2022. At this stage conditions and basis for further development of system of mental health care of the population of the Kyrgyz Republic will be created.
Terms of realization of the second stage: 2023-2027. On the basis of results of the first stage implementation of innovative models, mechanisms, the approaches directed to improvement of quality and improvement of access of services in the field of mental health care of the population of the Kyrgyz Republic is planned.
Terms of realization of the third stage: 2027-2030. At the third stage accomplishment of objectives on creation of system of provision of the sympathetic, integrated and complex services in mental health care and achievement of long-term results of the Program is provided.
