Regulations on procedure for forming and maintaining Register of multi-profile farms

Chapter 1. General provisions

1. This Provision determines procedure for forming and maintaining the Register of multi-profile farms.

2. In this Provision the following concepts are used:

multi-profile farm - farm which along with production of agricultural products is engaged in conversion, storage and realization of agricultural products, industrial production, performance of works, rendering services and other types of activity which are not prohibited by the legislation;

Chapter 2. Main objectives and tasks of forming and maintaining Register

4. Main objectives and tasks of forming and maintaining the Register are:

creation of the single electronic database about multi-profile farms and the activities for conversion, storage and realization of agricultural products performed by them, to industrial production, performance of works, rendering services and implementation of other types of activity which are not prohibited by the legislation;

system accumulation of information on condition and capacity of farms of the republic;

possibility for monitoring of information on compliance of farms to the requirements established by the legislation for multi-profile farms;

application concerning the multi-profile farms included in the Register, privileges on payment of single tax payment on other types of activity which are not connected with production of agricultural products from the date of their inclusion in the Register.

Chapter 3. Procedure for forming of the Register

5. Forming and system maintaining the Register is performed by Council on the basis of the farmer, Dehkan farms and owners of garden plots represented by regional councils (further - regional councils) materials.

6. Regional councils perform acceptance, preliminary consideration and entering into Council of materials for inclusion of farms in the Register.

7. Inclusion of farm in the Register is performed voluntarily, based on the statement of farm and on free basis.

8. The register is kept by areas and areas in the form of the electronic database, with publication (placement) it on the official website of Council.

9. Form and content of the Register affirm Council.

10. The register is created proceeding from specialization of multi-profile farms.

11. In case of inclusion in the Register or in case of its updating concerning each multi-profile farm are reflected the following data and indicators (are updated):

name of multi-profile farm;

identification taxpayer number (ITN);

main code of the company and organizations (RCBO);

code of the system of determination of administrative-territorial education (SDATE);

location of multi-profile farm;

specialization of multi-profile farm;

the list of the operating own fixed assets (production base, machines and mechanisms);

contours of the parcel of land;

contacts (phone, fax, e-mail in the presence);

data on exception of multi-profile farm of the Register (if it was available earlier).

In the Register also other data on multi-profile farm including which are voluntarily provided to regional council by farm can be reflected.

12. Multi-profile farms shall notify regional councils on changes of the data which are subject to inclusion in the Register, in time no later than ten days from the moment of emergence of such changes.

13. The data containing in the Register are public, except for financial performance of multi-profile farms.

14. Date of inclusion of farm in the Register or its exceptions of the Register is acceptance date of the relevant decision Council in accordance with the established procedure.

15. The archive copy of the Register is on paper created till January 10 as of December 31 of the expired year, certified by seal of Council and is subject to storage within fifteen years in departmental archive of Council.

Chapter 4. The documents submitted by farms for their inclusion in the Register

16. For inclusion in the Register the farm submits in regional council the application in form according to appendix No. 1 to this Provision.

17. Independently gets regional council the documents and information, necessary for inclusion in the Register, which are available in other authorized bodies, in accordance with the established procedure by means of information exchange, including in electronic form, except for documents and information, stipulated in Item the 16th this provision.

18. The requirement from farms of submission of the documents which are not provided by this Provision is not allowed.

19. Documents are submitted by farms to the relevant regional council in the place of the registration directly, through means of mail service or electronically on e-mail of regional council with the notification on their obtaining. The documents submitted electronically are confirmed by the digital signature of farm.

20. The head of farm bears responsibility according to the legislation for submission of the doubtful or distorted data.

21. Copies of the documents prepared by farm are confirmed by the signature of the head of farm with indication of position and signature date.
