About additional measures for enhancement of customs administration and increase in efficiency of activities of bodies of the State Customs Service of the Republic of Uzbekistan

The operating customs procedures do not meet fully the requirements of the international standards and standards, are integrated to excessive finance and temporary costs for participants of foreign economic activity.
Practically there are no mechanisms of stimulation of observance by participants of foreign economic activity of the customs legislation, encouragement of fair subjects of entrepreneurship, decrease for them administrative barriers.
Inefficient and excessive control functions of customs authorities lead to violations of the rights and legitimate interests of subjects of entrepreneurship.
Insufficient use of resources for material stimulation of customs officers has an adverse effect on prevention of manifestations of the facts of corruption and system effectiveness in general.
For the purpose of further enhancement of customs administration and simplification of customs procedures, increase in efficiency of activities of customs authorities, elimination of bureaucratic barriers on business development paths and improvements of the investment climate in the country:
1. Approve the offer of the State Customs Committee of the Republic of Uzbekistan on construction of customs terminals on the border check points favorable for logistics, with involvement of business entities.
2. Determine that:
the main functions of state bodies and other organizations on customs terminals is rendering customs, banking, logistics, express and laboratory, phytosanitary, veterinary, sanitary and epidemiologic, ecological, certified and other services by the principle "one window";
subjects of entrepreneurship on voluntary basis use the commercial services rendered on customs terminals.
3. Implement in the full-fledged mode automated control system for risks using:
a) since December 1, 2018:
"yellow corridor" in which forms of customs control on verification of the customs declaration, documents and data are performed concerning the goods and vehicles having average value of risk level or determined by the accidental choice;
"red channel" in which forms of customs control are performed concerning the goods and vehicles having high rate of risk level or determined by the accidental choice;
b) since March 1, 2019:
"green channel" in which forms of customs control are not performed concerning goods and vehicles with low risk level in case of decision making about their release;
"blue corridor" in which forms of customs control are performed concerning the goods having average value of risk level or determined by the accidental choice after their release.
4. Approve "Road map" on enhancement of customs administration according to appendix No. 1.
Confer the personal responsibility on:
The Prime Minister of the Republic of Uzbekistan A. N. Aripov - for implementation of strict control of providing timely and full-fledged implementation of actions, provided by "Road map";
the chairman of the State Customs Committee of the Republic of Uzbekistan M. B. Azimov - for providing timely implementation of actions, provided by "Road map"
.5. Determine that since February 1, 2019:
the institute of Authorized Economic Operators which provides the right to the fair participants of foreign economic activity meeting the requirements determined by the Cabinet of Ministers of the Republic of Uzbekistan to use the simplified customs procedures is entered according to international standards;
on customs posts of managements of the State Customs Committee on the Tashkent region and the city of Tashkent, the specialized customs Tashkent-AERO complex the pilot project on creation and the organization of activities of special group of persons - "front office", rendering services in filling of the cargo customs declaration to participants of foreign economic activity on free basis is implemented (further - pilot project).
Provide that the expenses connected with realization of pilot project including compensation of persons involved based on civil agreements become covered at the expense of means of Special fund of financial support, social protection, development of customs authorities and contingencies of the State Customs Committee of the Republic of Uzbekistan (further - Special fund).
Confer within pilot project responsibility for reliability of data and the documents submitted for filling of the cargo customs declaration on the participant of foreign economic activity.
To the State Customs Committee of the Republic of Uzbekistan till December 1, 2019 to make in the Cabinet of Ministers offers on feasibility of implementation of results of pilot project in activities of other territorial administrations of the State Customs Committee.
6. Determine that:
the employee of bodies of the State Customs Service of the Republic of Uzbekistan shall carry out the customs transactions ordered by automated control system for risks according to the instruction approved in accordance with the established procedure about the customs procedures performed in case of goods inspection and capture of test and (or) sample;
key performance indicator of activities of employees of customs posts is the period of time spent by the participant of foreign economic activity for customs clearance of goods and vehicles. At the same time statistical information on time of customs clearance is monthly published on the official website of the State Customs Committee of the Republic of Uzbekistan by each customs post;
"yellow" and "red" corridors are applied in the ratio 70 and 30 percent respectively on the basis of risk profiles or the accidental choice of goods and vehicles. At the same time from the date of enforcement of "green" and "blue" corridors the percentage ratio specified in this paragraph is determined by the State Customs Committee of the Republic of Uzbekistan based on monitoring of efficiency of application of automated control system for risks;
customs control concerning the goods determined in "blue corridor" is performed by central office of the State Customs Committee of the Republic of Uzbekistan and its territorial administrations in accordance with the established procedure;
