1. Adopt the Law of the Republic of Tajikistan On the Government budget of the Republic of Tajikistan for 2019.

2. Determine forecast indicators of the income and expenses of the Government budget on:

- 2020 according to the income in the amount of 25844303 thousand somoni, on expenses in the amount of 26285627 thousand somoni and to budget deficit in the amount of 441324 thousand somoni or 0,5 of percent to Gross domestic product;

- 2021 according to the income in the amount of 27920489 thousand somoni, on expenses in the amount of 28417799 thousand somoni and to budget deficit in the amount of 497310 thousand somoni or 0,5 of percent to Gross domestic product.

3. To the government of the Republic of Tajikistan for the medium-term period to make the decisions requiring financing at the expense of the Government budget within the established indicators of expenses of the Government budget for 2019-2021. In case of submission of the bill of the Republic of Tajikistan On the Government budget of the Republic of Tajikistan for 2020 to specify indicators of the Government budget for 2021-2022 according to changes in macroeconomic indicators and development of industries of economy.

4. To committees of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan within the powers to exercise budget implementation control, to analyze target and effective use of budgetary funds by their receivers, and if necessary, to submit analysis results for consideration of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan.

5. To the government of the Republic of Tajikistan:

- accept to execution for 2019 the established total amount of the Government budget of the Republic of Tajikistan on all sources of financing in the amount 23774064 thousand somoni and total amount of expenses in the amount of 24165127 thousand somoni with excess of expenses over financing sources in the amount 391062 thousand somoni;

- provide financing of the actions provided by the budget within the approved amounts, in proportion to actually arrived income;

- for the purpose of reduction of shortages on taxes and social fees of previous years, considering need of liquidation of the formed debt of budgetary institutions to the companies and the organizations for January 1, 2019, and also debts of state-financed organizations on taxes, to make offsets between them in accordance with the established procedure without change of the actual execution of the income and expenses of the budget;

- inform following the results of every quarter of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan on execution of the State Budget of the Republic of Tajikistan for 2019;

- provide Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan the annual statement about use of means of the Stabilization fund of development of economy;

- to inform quarterly through mass media on course of execution of the Government budget of the Republic of Tajikistan for 2019.

6. Permit the Government of the Republic of Tajikistan:

- perform covering of deficit of the republican budget in the amount of 100000 thousand somoni due to release of the state treasurer bills of exchange and attraction of grants and soft credits of international financial institutions.

7. To National Bank of Tajikistan:

- together with Government savings bank of the Republic of Tajikistan Amonatbank, the Tax Committee under the Government of the Republic of Tajikistan, Customs Service under the Government of the Republic of Tajikistan and commercial banks of the Republic of Tajikistan to provide timely transfer in republican and local budgets of taxes and the income according to the established standard rates specified in article 13 of the Law of the Republic of Tajikistan About the Government budget of the Republic of Tajikistan for 2019;

- act as the transactions agent of the Ministry of Finance of the Republic of Tajikistan connected with servicing of debt obligations of the Republic of Tajikistan and provide implementation of calculations and payments on the state debt obligations of the Republic of Tajikistan;

- provide according to requests of the Ministry of Finance of the Republic of Tajikistan converting of budgetary funds in foreign currency on the official rate of currency for timely implementation of currency payments of the Government budget of the Republic of Tajikistan for 2019.

8. To impose control of execution of this Resolution on Committee of Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan on economy and finance.
