Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2019 and for planning period of 2020 and 2021

1) the predicted total amount of budget receipts of Fund in the amount 752 953 223, 3 thousand rubles, from them the income on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 575 884 873, 0 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 128 319 216, 0 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 36 203 265, of 3 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 15 855 869, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 741 007 841, 4 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 586 374 052, 7 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 105 884 654, 4 thousand rubles;

3) amount of budget surplus of Fund in the amount 11 945 381, 9 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 10 489 179, 7 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases in the amount 22 434 561, 6 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2020 and 2021:

1) the predicted total amount of budget receipts of Fund for 2020 in the amount 782 728 190, 3 thousand rubles and for 2021 in the amount 792 555 843, thousand rubles, from them the income on compulsory social insurance on case of temporary disability and in connection with motherhood for 2020 in the amount 599 265 387, 0 thousand rubles and for 2021 in the amount 601 348 707, 8 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2020 in the amount 134 455 395, 4 thousand rubles and for 2021 in the amount 142 226 988, 7 thousand rubles, including at the expense of the interbudget transfers received from the federal budget for 2020 in the amount 36 614 523, of 9 thousand rubles and for 2021 in the amount 37 136 586, of 5 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund for 2020 in the amount 15 892 884, of 0 thousand rubles and for 2021 in the amount 15 583 560, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2020 in the amount 787 439 052, 8 thousand rubles and for 2021 in the amount 823 915 961, 6 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood for 2020 in the amount 627 688 345, 3 thousand rubles and for 2021 in the amount 659 280 679, 3 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2020 in the amount 110 743 299, 6 thousand rubles and for 2021 in the amount 115 655 135, 8 thousand rubles;

3) amount of budget deficit of Fund for 2020 in the amount 4 710 862, 5 thousand rubles and for 2021 in the amount 31 360 118, 6 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood for 2020 in the amount 28 422 958, 3 thousand rubles and for 2021 in the amount 57 931 971, 5 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases for 2020 in the amount 23 712 095, 8 thousand rubles and for 2021 in the amount 26 571 852, 9 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2019 of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment of structure of codes of classification of the income of budgets of the Russian Federation and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2019 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Sources of internal financing of budget deficit of Fund

1. Approve sources of internal financing of budget deficit of Fund for 2019 and for planning period of 2020 and 2021 according to appendix 3 to this Federal Law.

2. Determine that sources of internal financing of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood are:

1) in 2019 - balance on compulsory social insurance on case of temporary disability and in connection with motherhood, formed as of January 1, 2019;

2) in 2020 - remaining balance of funds on compulsory social insurance for case of temporary disability both in connection with motherhood and on compulsory social insurance from labor accidents and occupational diseases, formed as of January 1, 2020;

3) in 2021 - the balance on compulsory social insurance from labor accidents and occupational diseases formed as of January 1, 2021.

Article 4. Budgetary appropriations of the budget of Fund for 2019 and for planning period of 2020 and 2021

1. Approve distribution of budgetary appropriations of the budget of Fund for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses:

1) for 2019 according to appendix 4 to this Federal Law;

2) for planning period of 2020 and 2021 according to appendix 5 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2019 in the amount 641 078 138, of 6 thousand rubles for 2020 in the amount 685 660 614, 1 thousand rubles and for 2021 in the amount 720 333 220, 4 thousand rubles.

Article 5. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

Determine that the Fund in 2019 performs:

2) expenses on provision to disabled people of technical means of rehabilitation and services, ensuring separate categories of citizens from among veterans artificial limbs (except dentures), prosthetic and orthopedic products, including expenses on implementation of the specified powers, except for the expenses in this direction performed by subjects of the Russian Federation under agreements between the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of social protection of the population and executive bodies of subjects of the Russian Federation about transfer by it of the specified powers which source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law. 4) payment to the medical organizations and other organizations performing medical activities, participating in program implementation of the state guarantees of free rendering to citizens of medical care and territorial programs of the state guarantees of free rendering to citizens of medical care, services in the medical care provided to women during pregnancy in the amount 3, of 0 thousand rubles and the medical care provided to women and newborns during childbirth and during the postnatal period in the amount 6, of 0 thousand rubles respectively for each woman for performing routine medical examinations of the child delivered within the first year of life aged up to three months on accounting in the specified organizations, in the amount 1, of 0 thousand rubles for the first six months and in the amount 1, of 0 thousand rubles for the second six months during which routine medical examinations, for each child were performed from the moment of its statement on accounting and also payment to the organizations of services in production and delivery in territorial authorities of Fund of forms of birth certificates which source of financial provision are the interbudget transfers from the budget of Federal Compulsory Health Insurance Fund, stipulated in Item 1 parts 1 of article 1 of this Federal Law.
