the first, mismatch to modern requirements of the operating mechanism of control and check behind accomplishment by subjects of informatization of acts of the legislation, regulating documents and state standards promotes decline in quality of the provided services;
the second, absence of the single authorized body responsible for realization of state policy in the field of information security, becomes the reason of inefficiency of the carried-out work in this direction;
third, shortcomings of system of examination and certification of the hardware implemented by state bodies and the organizations and software products delay their accelerated integration into the Electronic Government system;
the fourth, imperfection of the control system in the field of telecommunications, information and cyber security, critical information infrastructure results in vulnerability of objects of the state information systems, digital economy and personal data;
the fifth, active use by destructive forces of modern information and communication technologies and the Internet negatively influences outlook and consciousness of the population, especially younger generation;
the sixth, lack of system work on studying and implementation of the best foreign practices in the field of ensuring information and cyber security does not allow to implement modern methods of protection of national information space.
For the purpose of increase in efficiency of realization of single state policy in information area, further enhancement of the control system of the sphere of telecommunications, ensuring information and cyber security:
1. Agree with the offer of the Ministry of development of information technologies and communications of the Republic of Uzbekistan on abolition:
Inspectorates for control in the field of communication, informatization and telecommunication technologies under the Ministry of development of information technologies and communications of the Republic of Uzbekistan;
Information Security Center and assistance in ensuring public order of the Ministry of development of information technologies and communications of the Republic of Uzbekistan.
2. Create:
The state inspectorate for control in the field of informatization and telecommunications of the Republic of Uzbekistan (further - the State inspection) with the general number of staff of 198 units, including territorial subdivisions - 110 units;
The center of technical assistance (further - the Center) in the form of the state unitary enterprise;
Public institution "Center of rendering assistance to public order "The safe city" the Ministries of development of information technologies and communications of the Republic of Uzbekistan (further - the Safe City Center)
.3. Transfer 135 released established posts of Information Security Center and assistance in ensuring public order of the Ministry of development of information technologies and communications of the Republic of Uzbekistan to the Center.
4. Determine that:
The state inspection is legal successor by the rights and obligations of Inspectorate for control in the field of communication, informatization and telecommunication technologies under the Ministry of development of information technologies and communications of the Republic of Uzbekistan;
The center is legal successor by the rights and obligations of Information Security Center and assistance in ensuring public order of the Ministry of development of the information technologies and communications of the Republic of Uzbekistan except for connected with project implementation "The safe city";
founder of the Center is the State inspection;
The Safe City center is the Single integrator on integration of the Electronic Government system with information systems of state bodies and other organizations within implementation of digital technologies in the field of ensuring public safety and maintenance of internal procedure.
The Safe City center is legal successor of Information Security Center and assistance in ensuring public order of the Ministry of development of information technologies and communications of the Republic of Uzbekistan regarding the rights and obligations connected with project implementation of creation of the single integration system "Safe City".
5. Determine the main objectives:
a) The state inspection implementation of the state control for:
observance of requirements of acts of the legislation, regulating documents and state standards in the field of communication, informatization and telecommunication technologies, distribution of periodic printing editions;
providing measures within the competence for consumer protection and quality of the provided services of mail service, information technologies and telecommunications, distribution of periodic printing editions, soundtracks, audiovisual works and computer programs;
observance of acts of the legislation and regulating documents in the field of copyright in distribution (realization, rolling and informing everyone) of soundtracks, audiovisual works, the computer programs;
development of infrastructure and effective use of information and communication technologies in the Electronic Government system in state bodies and the organizations, and also other organizations and departments according to requirements of regulatory legal acts;
efficiency of automation of working and management processes, implementations and uses of the integrated information systems, interdepartmental networks of transfer and data exchange, integration of the state information resources, including provisions of electronic state services;
development of telecommunication infrastructure by expansion of broadband access to the Internet by the principle "the last mile", technologies of multiservice communication networks, the market of mobile communication, other modern telecommunication services, and also services of mail service and distribution of periodic printing editions;
b) Center:
collection, the analysis and accumulating of data on modern threats of information security, development of recommendations and offers on operational acceptance effective organizational and the software and hardware solutions providing prevention of acts of illegal penetration into information systems, resources and databases of state bodies and organizations;
interaction with operators and providers of networks of telecommunications, law enforcement agencies within carrying out the analysis, identification of the violators, methods and means used when implementing unauthorized or destructive actions in information space;
