1. Approve the enclosed Rules of implementation by officials of bodies of state revenues of sanitary and quarantine control at automobile check points through customs border of the Eurasian Economic Union, and also involvement of territorial subdivisions of state body in the field of sanitary and epidemiologic wellbeing of the population for the purpose of carrying out sanitary and quarantine control.

2. Declare invalid the joint order of the Minister of Finance of the Republic of Kazakhstan of March 26, 2015 No. 213 and the acting minister of national economy of the Republic of Kazakhstan of March 26, 2015 No. 247 "About approval of Rules of implementation of sanitary and quarantine control at automobile check points through customs border of the Customs union" (No. registered in the Register of state registration of regulatory legal acts 10915, published on June 16, 2015 in information system of law of Ad_let).

3. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Tengebayev A. M.) provide in the procedure established by the legislation:

1) state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this joint order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this joint order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

4) within ten working days after state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of implementation by officials of bodies of state revenues of sanitary and quarantine control at automobile check points through customs border of the Eurasian Economic Union, and also involvement of territorial subdivisions of state body in the field of sanitary and epidemiologic wellbeing of the population for the purpose of carrying out sanitary and quarantine control (further – Rules) are developed in compliance with Item 8 of article 402 of the Code of the Republic of Kazakhstan "About customs regulation in the Republic of Kazakhstan" and determine procedure officials of bodies of state revenues of sanitary and quarantine control at automobile check points through customs border of the Eurasian Economic Union (further – EEU), and also involvement of territorial subdivisions of state body in the field of sanitary and epidemiologic wellbeing of the population in case of real threat of delivery of infectious and parasitic diseases, and also substances and products potentially hazardous to health of the person from other states which are not members of EEU.

2. Within these rules controlled goods (loads) are understood as the goods, chemical, biological and radioactive materials, waste and other loads constituting danger to the person, the food products, materials and products moved through customs border of EEU and subjects to sanitary and epidemiological surveillance (control) according to the legislation of state members of EEU.

Chapter 2. Procedure officials of bodies of state revenues of sanitary and quarantine control at automobile check points through customs border of EEU

Sanitary and quarantine control at automobile check points through customs border of EEU is exercised by officials of bodies of state revenues on customs area of EEU and in the conditions conforming to Standard requirements to the equipment and hardware of the buildings, rooms and constructions necessary for the organization of sanitary and quarantine control at automobile (road), railway, river, sea check points and at check points at the airports (air check points) on customs border of EEU according to appendix 1 to the Regulations on procedure of the state sanitary and epidemiological surveillance (control) of the faces and vehicles crossing customs border of EEU, under control (goods), moved through customs border of EEU and on customs area of EEU to No. 299 approved by the decision of the Commission of the Customs union of May 28, 2010 "About application of sanitary measures in the Eurasian Economic Union" (further - the Solution of KTS).

4. Officials of bodies of state revenues, within implementation of sanitary and quarantine control, in the activities are guided by the Solution of KTS, the Code of the Republic of Kazakhstan "About health of the people and health care system" (further – the Code about health).
