About Provisional regulations for procedure for carrying out energy inspection and certification of the specialized organizations on the right of its carrying out

According to the Law of Ukraine "About energy saving" and Regulations on the State committee of Ukraine on energy saving, PRIKAZYVAYU:

1. Approve and enact since September 1, 1997 the Provisional regulations for procedure for carrying out energy inspection and certification of the specialized organizations on the right of its carrying out (are attached).

2. Determine that the conclusions of the specialized organizations which underwent certification on the right of carrying out power technology inspections are one of the bases for review of regulations of specific expenses of fuel and energy resources at the inspected companies and their approvals of Committee.

3. To central group on power technology audit (TsGEA) to prepare the list of the forms and documents necessary for carrying out certification and together with this Provision to send to the ministries, other bodies of the central executive authority, to the Government of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations.

4. To impose control over the implementation of this order on the vice-chairman of Committee Kramarenko E. R.

Provisional regulations for procedure for carrying out energy inspection and certification of the specialized organizations on the right of its carrying out

The provisional regulations for procedure for carrying out energy inspection of the companies (further - the Provision) are developed based on the Law of Ukraine "About energy saving" and the Presidential decree of Ukraine "About measures for enhancement of activities of educational bodies" of October 10, 1995 N942.

The provision extends to all companies and the organizations which are engaged in energy inspection, and the organizations which perform methodical management on regulation of specific expenses of energy resources in industries of social production of Ukraine, irrespective of subordination and patterns of ownership (the daleespetsializirovanny organizations).

The provision is applied for the period before entering of corresponding changes and amendments into the Law of Ukraine "About energy saving".

1. General provisions

1.1. Energy inspection is one of forms of carrying out state policy in the field of energy saving which consists in assistance to the companies, organizations and organizations (daleepredpriyatiya) in increase in efficiency of use of fuel and energy resources by them by technical inspections and development of recommendations about implementation of organizational, legal, technical and technology actions for energy saving, and also assistance in development of scientifically based regulations and standard rates of specific expenses of fuel and energy resources. Energy examination is conducted by the specialized organizations on a contract basis with the consent of heads of the companies or at the request of NAER.

Energy inspection includes:

primary inspection of the company, as consumer of the fuel and energy resources (FER), its main divisions and engineering procedures on energy use that provides carrying out calculations of energy consumption for each type of energy and issue of recommendations about use of these or those types of rates, the analysis of expenditure of means, shares of energy costs in product cost;

creation of the card of use of TER, the analysis of energy consumption on separate technology to processes, divisions and the equipment;

efficiency evaluation of use of TER, analysis of their actual expenses and comparison with existing rules and standard rates, preparation of offers on their reduction;

forming of the list of ways and methods of economy of expenses of TER at the company;

development of priority energy saving actions (with the feasibility statement);

execution of the technical report.

1.2. Energy inspection of the companies, irrespective of subordination and patterns of ownership, is carried out by the certified specialized organizations according to Provisional regulations.

1.3. It is necessary to understand the companies and the organizations which core activity is the carrying out energy inspections determined by the Charter of the company and which are certified by NAER on their accomplishment as the specialized organizations.

1.4. Provision to the specialized organizations of permission to the right of carrying out energy inspection by the National agency of Ukraine for ensuring effective use of energy resources, is the act of recognition of their professional qualities, and their conclusions are one of the bases for review of regulations of specific expenses of fuel and energy resources at the inspected companies.

1.5. Energy examination shall be conducted according to general methodology of energy management with use of special devices and the equipment which allow to carry out necessary measurements.

1.6. Employees of the specialized organizations shall have training and examination of the legislative, leading, instructive and regulating documents existing concerning effective use of fuel and energy resources, bases of energy inspection and management.

1.7. Carrying out the next certification of the specialized organizations, preparation and examination of specialists is carried out once in three years.

1.8. The specialized organization shall incorporate permanent employees who are allowed to accomplishment of all complex of the works provided by item 1.1 of this provision.

1.9. Preparation and examination of specialists is carried out by Institute of energy saving and power management under National technical university of Ukraine "Kiev polytechnical institute" and the regional centers of training of power managers on the program approved with NAER. The structure of examination committee shall include representatives of the Central group of energy audit of NAER (TsGEA) and the State inspectorate for energy saving.
