About cooperation in construction in the territory of the Republic of Uzbekistan nuclear power plant

The government of the Republic of Uzbekistan and the Government of the Russian Federation which are hereinafter referred to as with the Parties

in view of that both states are members of International Atomic Energy Agency,

considering that the Republic of Uzbekistan and the Russian Federation are agreement parties about non-proliferation of nuclear weapon of July 1, 1968, the Convention on physical protection of nuclear material and nuclear installations of October 26, 1979 (with changes of July 8, 2005), the Integrated convention on safety of the treatment of the fulfilled fuel and on safety of the treatment of radioactive waste of September 5, 1997,

being guided by the Agreement between the Government of the Republic of Uzbekistan and the Government of the Russian Federation on cooperation in the field of use of atomic energy in the peace purposes of December 29, 2017,

based on the principle of mutual economic benefit,

agreed as follows:

Article 1

1. The parties perform cooperation in designing, construction, commissioning, operation and conclusion from operation in the territory of the Republic of Uzbekistan of nuclear power plant as a part of 2 power units of nuclear power plant on the basis of the water-to-water power reactor on the Russian project installed capacity of each power unit to GW 1,2.

The construction of nuclear power plant is carried out on the basis of the project of reference nuclear power plant in the Russian Federation approved by competent authorities of the Parties with use of the same or similar reference equipment, structure and systems if other is not provided by the contracts signed according to this agreement.

The cooperation provided by this Item includes:

carrying out researches on the platform of construction of nuclear power plant for development of the engineering design of nuclear power plant;

evaluating impact on the environment;

designing and construction of nuclear power plant;

delivery of the necessary equipment and materials;

designing and deliveries of ready complete heat-generating assemblies and the absorbing cores of system of protection and management for initial loading and the subsequent overloads for the entire period of operation of nuclear power plant, and also rendering the services connected with technical support of these deliveries;

carrying out installation and commissioning;

commissioning and warranty operation of nuclear power plant;

the treatment of spent nuclear fuel and radioactive waste for the entire period of operation of nuclear power plant;

conclusion from operation of the power unit (power units) of nuclear power plant;

training for construction, operation and maintenance of nuclear power plant;

assistance in operation, maintenance, repair, upgrade and reconstruction of nuclear power plant for the entire period of operation of nuclear power plant;

creation of infrastructure of the nuclear power plant necessary for construction and operation of power units of nuclear power plant;

development of system of state regulation of safety when using atomic energy in the peace purposes, the national program, necessary for accomplishment, in nuclear power of the Republic of Uzbekistan.

2. Reactor installation, turbogenerator and the service equipment with all systems required by the project, buildings and constructions approved by the prime contractor and the customer for ensuring normal and safe operation of each power unit are part of each power unit of nuclear power plant.
