About approval of the Regulations on the Republican congress of youth of Kyrgyzstan

For the purpose of involvement of young citizens to forming and realization of the state youth policy, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", article 17 of the Law of the Kyrgyz Republic "About fundamentals of the state youth policy" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on the Republican congress of youth of Kyrgyzstan according to appendix.

2. To the state agency on cases of youth, physical culture and sport under the Government of the Kyrgyz Republic to take adequate measures on implementation of this Resolution.

3. To impose control of execution of this Resolution on department of education, culture and sport of Government office of the Kyrgyz Republic.

4. This Resolution becomes effective after seven days from the date of official publication.

Regulations on the Republican congress of youth of Kyrgyzstan

Chapter 1. General provisions

1. This Regulations on the Republican congress of youth of Kyrgyzstan determine procedure for election of delegates, the organizations and carrying out the Republican congress of youth of Kyrgyzstan (further - the Congress).

2. The purpose of the Congress is participation of young citizens to forming and realization of the state youth policy, development of the effective mechanism of interaction of state bodies and local government bodies with youth and the youth organizations for decision making in the field of youth policy.

3. Tasks of the Congress are:

- discussion of questions and development of recommendations about enhancement of the state youth policy, projects of regulatory legal acts in the field of youth policy;

- development of recommendations, offers on the solution of topical issues of youth policy;

- adoption of appeals of delegates of the Congress to state bodies, local government bodies and other organizations for increase in efficiency of the state youth policy.

4. Decisions of the Congress have advisory nature.

Chapter 2. Procedure of election of delegates of the Congress

5. Representatives of state bodies, local government bodies and public organizations in the field of development of youth policy can be delegates of the Congress.

At the same time the list of delegates for 70 percent shall be created of representatives of public organizations in the field of development of youth policy.

6. The total quantity of delegates of the Congress constitutes 100 people.

7. The numerical structure of the Congress is created in proportion to the number of the youth living in regions.

8. Delegates of the Congress of areas are elected in two stages: at the first stage - in areas and the cities, on the second stage - in areas.

9. At the first stage by the cities and areas regional structural divisions of authorized body, developing and performing state policy in the field of youth (further - authorized body), publish the notice in mass media on promotion of candidates for delegates of the Congress. Based on representations from public organizations, local government bodies, local public administrations by regional structural divisions of authorized body create candidate lists in delegates of areas and the cities from among the active youth which made contribution to development of youth policy. The created candidate lists in delegates are considered by the regional commission on the organization and elections of delegates (further - the regional commission).

10. For election of delegates of the Congress at the second stage in each area the regional commission of 7 people is formed. The structure of the regional commission is created by regional structural division of authorized body. Representatives of offices of plenipotentiaries of the Government of the Kyrgyz Republic in areas, local public administrations, local government bodies, public organizations, the staff of regional structural divisions of authorized body are part of the commission.

11. The chairman of the regional commission is the head of regional structural division of authorized body.

12. Delegates of the cities of Bishkek and Osh are elected by authorized body together with the city halls of the cities of Bishkek and Osh from among the active youth which made contribution to development of youth policy. The authorized body publishes the notice in mass media on forming of candidates for delegates of the Congress of the cities of Bishkek and Osh. Based on representations from public organizations, local government bodies, the authorized body creates candidate lists in delegates of the cities of Bishkek and Osh.

13. For election of delegates of the Congress of the cities of Bishkek and Osh as authorized body the commission on the organization and elections of delegates (further - the commission) is formed of 7 people. The structure of the commission is created by authorized body. Representatives of the city halls of the cities of Bishkek and Osh, public organizations and the staff of authorized body are part of the commission.

14. Commission chairman is the chief of structural division on realization of the state youth policy of authorized body.

15. After completion of the procedure of election of delegates of the Congress regional structural divisions of authorized body represent lists of the elected delegates of the Congress to authorized body.

16. Delegates of the Congress are elected for a period of two years.

Powers of the delegate of the Congress stop in case:

- expirations of its election;

- the death of the delegate, recognition by his dead based on the judgment which took legal effect;

- recognitions by its incapacitated, it is unknown absent based on the judgment which took legal effect.

17. In case of early disposal of the delegate of the Congress for any reasons the delegate is elected according to this Provision, at the same time the delegate is elected only from that territory from where the disposed delegate was elected.

Chapter 3. Procedure for the organization and carrying out Congress

18. The congress is carried out every two years. Work of each Congress begins in a festive atmosphere obligatory execution of the National anthem of the Kyrgyz Republic. Date of the Congress is determined by authorized body.

19. Work of the Congress is carried out openly with participation of representatives of public organizations and mass media.

20. The organization, carrying out and organizational technical supply of activities of the Congress is performed by authorized body.
