ORDER OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC

About approval of forms of the reporting under indicators of financial and economic activities of the energy companies of the Kyrgyz Republic

For the purpose of implementation of monitoring and carrying out the systematic analysis of financial and economic activities of electric utility companies, according to article 8 of the Law of the Kyrgyz Republic "About natural monopolies in the Kyrgyz Republic", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve forms of the reporting under indicators of financial and economic activities of the energy companies:

- report form on the main technical and economic indicators of the generation company according to appendix 1;

- report form on direct consumers of electricity according to appendix 2;

- report form on the main technical and economic indicators of the transferring company according to appendix 3;

- report form on the main technical and economic indicators of distribution electric utility companies according to appendix 4.

2. Recommend to open joint stock companies "Power Plants", "National Power Grid of Kyrgyzstan", "Severelektro", "Vostokelektro", "Oshelektro", "Zhalalabatelektro" to provide:

- submission of reports on the forms specified in Item 1 of this Resolution, monthly to the 25th following the accounting period, and quarterly by last day of the month following reporting quarter in the State committee of the industry, power and subsurface use of the Kyrgyz Republic and the State agency on regulation of fuel and energy complex under the Government of the Kyrgyz Republic;

- timely and complete receipt of cash flows from all categories of consumers of electrical energy on transit accounts of RSK Bank open joint stock company according to the Order of the Government of the Kyrgyz Republic "About procedure of payments in the wholesale market of electrical and heat energy" of May 25, 2002 No. 335.

3. Determine that adjustment of reporting these energy companies after fixed term of submission of the report is not allowed.

4. Recommend to "National Energy Holding Company" open joint stock company:

- consider question of assignment of the personal responsibility for timely submission of reliable and complete reporting data on the first heads of the open joint stock companies specified in Item 1 of this Resolution;

- provide monitoring of cash receipt from all categories of consumers of electrical energy on transit accounts of RSK Bank open joint stock company.

5. To the state agency on regulation of fuel and energy complex under the Government of the Kyrgyz Republic in three-months time to develop and approve instructions for filling of forms of the reporting under indicators of financial and economic activities of the energy companies specified in Item 1 of this Resolution.

6. Declare invalid the Order of the Government of the Kyrgyz Republic "About approval of the obligatory reporting under indicators of financial and economic activities of the energy companies of the Kyrgyz Republic" of September 20, 2007 No. 424.

7. To impose control of execution of this Resolution on department of the industry, fuel and energy complex and subsurface use of Government office of the Kyrgyz Republic.

8. This Resolution becomes effective after fifteen days from the date of official publication.
