About preparation and carrying out in 2020 population census and housing stock in the Kyrgyz Republic

- all premises located in the territory of the Kyrgyz Republic.

3. Conduct to the period from March 25 to April 3, 2019 pilot (trial) population census and housing stock in the territory of the Chuya district and the city of Tokmok of Chuy Region as of March 25, 2019.

4. Form the Republican commission of the Kyrgyz Republic on population census and housing stock of 2020 (further - the Commission) in structure according to appendix 2.

5. Approve Regulations on the Republican commission of the Kyrgyz Republic on population census and housing stock of 2020 according to appendix 3.

6. To assign preparation and carrying out population census and housing stock, development and the publication of its results to National Statistical Committee of the Kyrgyz Republic and its regional, district and city bodies (in coordination).

7. Establish employment duration and the amount of compensation to personnel of population census and housing stock in the Kyrgyz Republic of 2020 according to appendix 4.

8. Keep for the involved workers average earnings and all types of surcharges in the place of their main work or grant in the place of study, and for temporarily idle - the dole gone by them.

8-1. Establish to the workers ensuring organizational and methodological functioning on population census and housing stock of 2020 for the period till December 31, 2023:

the amount of compensation according to appendix 5;

the sizes of percentage length-of-service allowances according to appendix 6;

benefit to leave in the amount of two salaries to the workers who actually worked 1 year and more.

9. To plenipotentiaries of the Government of the Kyrgyz Republic in areas, local public administrations with the assistance of local government bodies (in coordination):

- create the commissions on preparation and carrying out population census and housing stock of 2020 on places;

- provide timely preparation and carrying out population census and housing stock, matching of qualified personnel, the organization of mass information and explanatory work among the population about the purposes and tasks of census;

- provide till June 1, 2018 territorial authorities of the state statistics with rooms, means of communication, furniture and stock for accommodation of the personnel occupied with preparation and carrying out population census and housing stock, acceptance and check of materials of census;

- by July 1, 2018 to specify administrative-territorial borders of areas, areas, cities, ayylny aimags, settlements of city type and villages, to order in them the name of streets and complexes of apartment buildings, numbering of households and apartments, to provide determination and numbering of apartment houses in quarters under construction, complexes of apartment buildings;

- during 2018-2019 to provide availability in settlements of registration plates and plates with names of streets;

- constitute till January 1, 2019 schemes of plans of settlements in scale 1:5000 at the expense of means of local budgets and provide with them bodies of the state statistics in number of three copies with assistance of the Public registration service under the Government of the Kyrgyz Republic;

- in March, 2019 by bypass to constitute lists of apartment houses and premises in the cities, settlements of city type and villages;

- approve, in coordination with territorial authorities of the state statistics structure of the attracted census personnel to preparation and carrying out population census and housing stock and to issue them certificates of the established sample;

- allocate to census personnel for preparation and carrying out population census and housing stock, the respective protected rooms equipped with furniture, stock and telephone communication, motor transport - in coordination with territorial authorities of the state statistics;

- involve in carrying out population census and housing stock of employees of the companies, organizations and organizations, teachers of schools, teachers, students and pupils of the highest and average special educational institutions, and also unoccupied able-bodied population;

- provide free pass of census personnel on all types of urban transportation and buses of suburban routes on presentation of the certificate of the established sample;

- take measures to providing complete scope with population census and housing stock of the territory of the Kyrgyz Republic.

10. To local government bodies (in coordination):

- suspend renaming of settlements and streets into the period from September 1, 2017 to December 31, 2020;

- recommend annually from 2018 to 2020 to allocate funds to the census personnel occupied with preparation and carrying out population census and housing stock according to the provided expense budgets and calculations of territorial authorities of the state statistics at the expense of target transfers from the republican budget.

11. The public registration service under the Government of the Kyrgyz Republic to render assistance to National Statistical Committee of the Kyrgyz Republic on provision of necessary information:

- from the database on housing stock, the settlements collected during system registration;

- from the Unified state register of the population.
