About approval of Military strategy and the Action plan on its realization for 2018-2022
Based on Item k) article 4 of the Law No. 136/2017 on the Government (The official monitor of the Republic of Moldova, 2017, No. 252, the Art. 412) and articles 27 and 36-6 of the Law No. 345/2003 on national defense (The official monitor of the Republic of Moldova, 2003, Art. No. 200-203, 755) DECIDES: the Government
1. Approve:
1) Military strategy according to appendix No. 1.
2) the Action plan on realization of Military strategy for 2018-2022 according to appendix No. 2.
2. To the responsible ministries and other central administrative authorities to represent to the Ministry of Defence annually, till January 15, information on the measures taken for implementation of this Action plan in prior year.
3. To perform financing of the actions provided in the specified Action plan for the account and within the means approved on these purposes in budgets of the involved state bodies and also from other sources according to the legislation.
4. To impose control over the implementation of this resolution on the Ministry of Defence which annually, till February 10, will submit to the Government the report on monitoring of implementation of the specified Action plan for previous year.
5. This resolution becomes effective from the date of publication.

Appendix No. 1
to the Order of the Government of the Republic of Moldova of October 3, 2018 No. 961
1. Military strategy (further - Strategy) is the political document describing the circle of safety, threats of military nature to the Republic of Moldova and also the risks connected with it, determines the mission objectives of Armed forces established in the existing national legal system, determines necessary military potential, establishes necessary requirements for financing and achievement of the strategic military objectives.
2. The international circle of safety is characterized by evolution of the whole complex of risks and safety hazards at which there is also military aspect. As a result in the world there are conflicts, intensity, the centers of instability and crises which directly or indirectly affect regional security, including the Republic of Moldova. Despite the declared status of permanent neutrality, the Republic of Moldova shall resist to threats and the related risks which constantly change.
3. In the context of the aforesaid of security system and defense of the Republic of Moldova are in process of transformation which follows, on the one hand, from need of adaptation to evolution of the circle of safety, and on the other hand - need of balancing most in an efficient manner of need of the state on safety and defense with available resources.
4. This Strategy is the document of policy in the field of national defense by means of which, along with provisions of the government program, orientation vectors for development of military body (Armed forces) for goal achievement included in the Strategy of national security and the Strategy of national defense are established. According to Articles of organization of the United Nations which provide the inalienable right to individual or collective self-defense this Strategy has exclusively defensive character.
5. For achievement of the established purposes the following factors were considered:
Preserving the status of neutrality of the Republic of Moldova does not exclude 1), and causes the need for own forces of military defense which now Armed forces of the Republic of Moldova generally are. Besides, preserving the status of neutrality of the country does not interfere with the Republic of Moldova as to the full state in the international community to interact with other states and the international organizations for maintenance of international peace and safety. At the same time this status cannot interfere with studying and assimilation of military experience of other international organizations, states or armies, and also to cooperate with them for the purpose of development of military capacity of the state;
2) the circle remains to safety of the Republic of Moldova unstable, in view of availability of threats and the related risks of military nature. It requires bystry adaptation of forces of national security system and defense to challenges of any complexity which can influence sovereignty, independence and territorial integrity of the Republic of Moldova;
3) process of transformation of Armed forces will be supported by the power and society of the Republic of Moldova. The field of defense of the Republic of Moldova was one of not enough financed sectors of state interests, at the same time other areas and sectors of the state were compensated. Evolution of the circle of safety determines understanding that social and economic development of society is closely connected with development in the field of safety and defense which are interdependent. Providing conditions for improvement of quality of life cannot be made to the detriment of homeland security and defense, proceeding from it both efforts on safety and defenses shall not consume the resources necessary for high-quality development of society. Thus, considering economic situation of the country, the level of financing of field of national defense will increase gradually, without threatening financing of other important areas of development of society. Level of achievement of need for increase in military expenses will increase in process of implementation of actions at the public policy level for creation in the Moldavian society of bases of culture of homeland security and defense of the country.
6. The global circle of safety is in continuous transformation and is characterized by the complex (hybrid) risks and threats caused by evolution of the phenomena accompanying globalization process, and also caused by the uncertainty connected with climate change and restriction of global natural resources.
7. Asymmetric threats, including hybrid, continue to remain in the agenda of safety of the states of the world. At the same time regular military threats did not lose the importance, did not become less expressed and interconnected with other threats. Importance of military component remains urgent and for the reason that possibility of conventional armed conflict continues to remain and also because it is designed to counteract tactics and asymmetric methods used by some state and non-state actors.
8. At the global level, in the medium and long term, the circle safety will be still noted by the competition of various state and/or non-state actors. This competition has multidimensional character in which tools of economic, military, diplomatic and information power prevail. In this context some important participants will hold and strengthen the today's line items while others, perhaps, will lose them. During emergence and expansion of the last scenarios it is impossible to exclude possibility of some conflicts, including military who will threaten the international and regional security.
9. At the regional level there is intensity between some subjects of the Black Sea region which aim to return practice of use of the armed force (or threats of its use) as method of the solution of international disputes on the European continent. This intensity can increase against the background of possible decrease in the authority and capacity of the main global and regional organizations of safety for permission of the international conflicts.
10. This environment of safety is characterized by availability of various risks and threats, but for this Strategy it is important to be concentrated on mainly military aspects. Proper identification of threats and war risks is important for national defense as it promotes prevention of adverse effects for the Republic of Moldova.
11. In the context of the above this Strategy determines the following military threats and risks for the Republic of Moldova:
1) possibility of hostile use of military and paramilitary forces of the mode of left bank of Dniester
Military and paramilitary forces of the mode of left bank of Dniester represent illegal military potential in the Dnestr region of the Republic of Moldova which prolongs political preserving this mode. The possibility of use of these forces for promotion and achievement of strategic objectives by stimulation, distribution and provoking of conflict situations and tendencies on the basis of interethnic, historical, religious, social and other distinction, for destabilization of the Moldavian society and contest of implementation by the constitutional authorities of the powers, poses serious military threat for safety of the Republic of Moldova. It is not excluded that in certain international context these forces can be used for destabilization of situation in the region;
2) presence of the Task Force of the Russian Troops (TFRT) and military infrastructure in the territory of the Republic of Moldova
